Sua Can Ty village has 108 households with more than 500 people. 100% are Mong ethnic people. The whole village has 81 poor households and 17 near-poor households. Economic life still has many difficulties.

Lu Mi Thanh was born in 1993, and his wife, Giang Thi Say, was born in 1998. Thanh and his wife fell in love and got married when they were very young. 7 years after getting married, the couple has 5 children, the third of whom, born in 2020, has cerebral palsy.

At that time, the whole family relied on a few fields. One crop required 4 kilos of seeds. After planting the corn field, all we could do was watch the corn sprout and emerge from the rock cavity. The corn plant had one leaf, then two leaves. The corn plant had one node, then two nodes… And then we had to wait until weeding and mounding the soil before we could go back to the fields. But here, on this rocky plateau, one clod of soil had to be wedged between three rocks. A hoe strike would make our forearms pop out. We worked hard, but because we had many children and an unstable job, we remained poor.

Sua Can Ty is one of the two highland villages of the commune. Winter comes all day long, the color of rice-washing water makes people unable to distinguish between the hazy smoke and the hazy mist. In this season, when planting trees, the trees do not take root, when sowing seeds, the seeds do not sprout. The upland land is left to grow densely with grass and weeds. We can only wait until January 2 to try to avoid the plowing and hoeing to reclaim the wasteland, and sow more corn and rice grains.

Recalling the winters when he lived in a dilapidated house, Thanh said, he wanted to light a fire in the kitchen but the wind from the cracked wooden wall blew in and he couldn't light the fire. At night, he felt like a handful of straw, wishing he had a solid house!

By mid-2023, the village chief Vang Chu Lenh announced that the list of households in Can Ty commune receiving financial support from the state to build houses under the National Target Program for Socio-Economic Development in Ethnic Minorities and Mountainous Areas for the period 2021 - 2030, Phase I: From 2021 - 2025 (abbreviated as National Target Program 1719) included the name of the Saint. That night, the Saint discussed with his wife about selling some cows, borrowing more from the bank and asking relatives to help build a new house. The dream house of 77 square meters of the couple Lu Mi Thanh and Giang Thi Say was started with the support of such policies and guidelines!

The implementation of ethnic policies combined with investment resources from National Target Programs has been effectively serving the lives of people in ethnic minority areas, promoting sustainable socio-economic development in especially difficult communes and villages of Quan Ba district.

When asked about the family's current financial situation, Thanh honestly said: After building the house, with the help of family and relatives, my husband and I borrowed money to buy 2 cows, 2 pigs, and some chickens. My wife is still at home taking care of the children so she has time to take care of the livestock. I still take on hired work at construction sites around the commune. Life is still difficult, but much better than before.

Pausing for a moment, Thanh suddenly shared: From “having a lot of nothing”, I became a person with “having a lot of something”… Having a house, cows, pigs, and fields. In the same year 2023, the government supported my husband and I with a corn dehusker, a farming tool for production. During harvest season, my wife no longer has to sit and meticulously remove each corn kernel from the cob, and I can hire anyone who needs it to dehusker the kernels. Those things are small, but they are the “capital” for my husband and I to think about developing the economy in the future. Since then, I have felt motivated, as if I had just picked up all the suffering and thrown it away!

At this time, Vice Chairman of Sung Mi De commune spoke up: Implementing projects in the National Target Program for Sustainable Poverty Reduction and National Target Program 1719, from 2023-2024, the whole commune has 160 households that have been supported to build new and repair houses. During the implementation process, Can Ty commune has always received close guidance from all levels and sectors, especially the participation and response of the people. This meaningful work will contribute to hunger eradication and poverty reduction for people in remote areas, ethnic minorities can feel secure in working and stabilizing their lives; strengthening people's trust in the Party's guidelines and policies, and the State's policies and laws.

The next day, I went up National Highway 4C to Yen Minh district for work. The first cold air of the season had arrived, and there was the sound of migratory birds flying against the wind. Passing by Sua Can Ty, I saw Lu Mi Thanh and his wife attentively drying golden corn stalks on the porch, and I was filled with confidence that this winter and many winters to come would be warm winters for the Thanh couple!
