The organization of the first Gia Lai Provincial Party Congress in the context of the recent completion of the merger of Gia Lai and Binh Dinh provinces, and the country entering a new development stage after nearly 40 years of renovation, is an important milestone, affirming that Gia Lai has achieved great and comprehensive achievements in many aspects.
Comprehensive innovation, sustainable development from the roots
Comrade Ho Quoc Dung, Member of the Party Central Committee, Secretary of the Gia Lai Provincial Party Committee said: “The merger of provincial-level administrative units is a strategic and breakthrough decision of the Central Government in streamlining the apparatus and improving the operational efficiency of the political system. For Gia Lai, it is a golden opportunity to promote potential and advantages, creating a new and more open development space for the province.”
At the end of the 2020-2025 term, Binh Dinh province achieved and exceeded 21/22 targets of the resolution; Gia Lai province achieved and exceeded 14/23 targets of the resolution set by the Party Congresses of the two former provinces; the average economic growth rate reached 6.71%, GRDP per capita reached 3,555 USD/year. The economic structure shifted in the right direction, with the proportion of industry-construction and services accounting for 68.9%. Total budget revenue by the end of 2025 is estimated at 27,000 billion VND, an increase of 20% compared to the resolution.
In particular, the work of building the Party and the political system has been implemented synchronously and drastically. The organizational system after the merger has been streamlined and effective, reducing 28 district-level administrative units, 238 commune-level administrative units; reducing more than 3,100 cadres, civil servants and public employees. This is an important step to improve the effectiveness and efficiency of the government apparatus, creating favorable conditions for Gia Lai to make a breakthrough.
Mr. Hoang Dinh Tien, a retired official in Hoi Phu ward, shared: “We local people are very sympathetic to the merger policy. This is a challenge but also an opportunity for stronger and more sustainable development. Through monitoring, I see that the Provincial Party Committee has taken systematic and scientific steps, creating great consensus.”
One of the breakthroughs identified at this Congress is to strongly innovate leadership methods, administrative reform, and improve the effectiveness and efficiency of state management. The administrative reform index (PAR INDEX), the provincial competitiveness index (PCI) and the level of people's satisfaction (SIPAS) have all improved significantly. The province has strongly implemented digital transformation in party agencies and built a digital government. All level 4 public services are provided online, and the public administration service center operates effectively. The spirit of "serving the people" is thoroughly imbued throughout the political system.
One of the highlights of the past term is the strong transformation in economic development, especially in industry and high-tech agriculture. The growth rate of the industrial sector reached 10.77%/year, accounting for 24.21% of GRDP. Gia Lai focuses on developing key industries such as renewable energy. Wind power projects such as HBRE Chu Prong, Nhon Hoa 1, Nhon Hoa 2, Cuu An... along with solar power projects have helped the province access new revenue sources and provide clean energy for industrial development and people's lives. High-tech aquaculture in Phu My Dong, Phu My Bac, Hoai Nhon Dong... creates a chain of production, processing and export of shrimp and tuna, meeting the demanding market.
In the agricultural sector, the promotion of high-tech application and the construction of specialized areas have contributed to the stable growth of this sector at 3.75%/year. In particular, the forest coverage rate has increased to 46.09%, and the irrigation system has been invested synchronously, contributing to improving productivity and production efficiency.
Along with that, the service, trade, export and tourism sectors all achieved positive results. In particular, tourism is the key economic sector, the number of tourists is estimated at 12.4 million with many attractive products: Cultural highland tourism (gong, homestay), sea tourism (Quy Nhon and Xuan Hai beaches) and adventure and resort tourism. Inter-regional tourism products between the highlands and the coast create diverse itineraries for tourists, increasing the length of stay and consumer experience; total export turnover reached more than 12 billion USD.
Along with economic development, the province focuses on comprehensive development of culture, education, health and social fields. The rate of people participating in health insurance reached 95.53%; the rate of poor households decreased to 2.24%; more than 12,500 temporary and dilapidated houses were eliminated. Ethnic and religious work received attention, and the great national unity bloc was increasingly consolidated. Mr. Ro Mah H'Lui (Ba Na ethnic group), Ia Bang commune shared: "Thanks to the support policies of the Party and the State, the lives of ethnic minorities are getting better and better, children can go to school fully, roads are clear, and health care is available in the village. We believe in the leadership of the Party, are determined to preserve cultural identity and contribute to building our homeland."
On the national defense and security front, Gia Lai has implemented synchronous solutions to maintain political security and social order and safety, especially in border areas and ethnic minority areas. The armed forces are streamlined and highly combat-ready.
The fight against hostile and reactionary forces has been carried out resolutely and effectively, preventing the emergence of "hot spots". Foreign affairs and international cooperation have been expanded. Gia Lai has maintained sister-country relations with localities of Laos and Cambodia, successfully organized many investment promotion events, and promoted the local image. Thanks to that, it has attracted 38 FDI projects with a total capital of more than 1.75 billion USD in the period 2020-2025.
Aspiration to rise up and shape a new position
Entering the 2025-2030 term, Gia Lai strives to become a regional center for processing, manufacturing, renewable energy and high-tech agriculture. In addition, the province will strongly develop service and tourism industries, especially focusing on community tourism and green, sustainable tourism products, based on the advantages of the sea, mountains and forests and unique cultural heritage.
An important highlight is the strong connectivity between the provinces and inter-regions. Investment in transport infrastructure, seaports, airports, highways and logistics will be boosted, creating favorable conditions for socio-economic development, while promoting deeper integration into national and global value chains.
To achieve strategic goals, Gia Lai has set out five growth pillars, including: Developing a strong processing and manufacturing industry to become a pillar of the economy; developing tourism to truly become a spearhead economic sector; developing high-tech agriculture and sustainable forestry; developing port-logistics services and developing fast and sustainable urban areas.
The breakthroughs are also clearly identified: Innovation in development thinking, science and technology development, building high-quality human resources and strong investment in transport and logistics infrastructure. In particular, science and technology and innovation are identified as the main driving force to increase productivity, quality and economic efficiency. The province is focusing on building innovation centers, digital infrastructure and promoting digital transformation in state management, businesses and social life. The goal by 2030 is that the digital economy will account for 25-30% of the province's GRDP.
Along with economic development, Gia Lai constantly focuses on the fields of culture, education, health and social security. These are important factors to improve the quality of life of the people, building a civilized, happy and sustainable society. In particular, education, training and human resource development are top priorities. The province aims to increase the proportion of trained workers to more than 75% by 2030, while focusing on training high-quality human resources to meet the requirements of economic restructuring and international integration.
In addition, healthcare is also a field of special concern. Gia Lai will continue to invest in upgrading healthcare facilities, deploying a smart healthcare system and developing a model of combining traditional and modern medicine. The goal is to ensure that all people have access to high-quality healthcare services, aiming for free hospitalisation for all in the future.
In the context of complicated developments in the world and the region, Gia Lai has identified national defense and security as an important and regular task. The province focuses on building a national defense foundation, a national defense posture associated with a people's security posture, firmly protecting border sovereignty and security and order in the area. At the same time, Gia Lai also promotes foreign relations, especially cooperation with the southern provinces of Laos and northeastern Cambodia. The goal is to promote trade, tourism and culture, creating momentum for socio-economic development.
