Solutions to adapt to population aging

(PLVN) - Recently, at a working session with the National Assembly's Supervisory Delegation on the implementation of population policies and laws for the 2018-2024 period, published data showed that the aging rate in Ho Chi Minh City is exceeding previous forecasts.

And that is also the common situation of some other provinces and cities, posing urgent requirements for policies and medical and social infrastructure to strengthen the quality of life for the growing elderly population.

According to the Department of Health, the population of Ho Chi Minh City by the end of 2024 is more than 9,521,800 people. The total birth rate in the city in 2024 is 1.39 children. By 2024, Ho Chi Minh City will have 1,132,678 elderly people (NCT). In about 7 years, the number of elderly people will increase by 243,500 people, an average increase of nearly 35,000 people per year.

Faced with the above reality, the city's authorities are researching, developing and implementing solutions to adapt. Firstly, strengthening and improving the capacity of the grassroots health system in providing primary health care services, disease prevention and control and health care for the elderly in a priority, convenient, available and accessible manner; gradually building a long-term health care model for the elderly; implementing a health check-up program, early detection of non-communicable diseases in the elderly annually, combining the establishment of electronic health records for all elderly; researching and developing a model of elderly care services in the community; piloting a model of health care centers for the elderly. Developing a nursing home system; proposing support policies, attracting economic sectors to participate in investing in nursing home services.

The representative of the City People's Committee also said that they are studying and proposing the Central Government to issue policies and mechanisms to encourage and support the elderly to participate in economic activities, especially those with high professional and technical qualifications; reform the pension system; diversify insurance types, expand the social subsidy system, focusing on the elderly group from poor and near-poor families...

Some other solutions to synchronize policies for the elderly in relation to economic development, social security, etc. are also clearly stated by the City as efforts to solve the low birth rate to have a reasonable population structure to maintain the labor force to serve socio-economic development, limit the rapid aging of the population; create opportunities for the City to proactively enter the stage of an elderly population with high income and good health. Build a database and conduct comprehensive research on the elderly population.

In modern life, especially in urban areas, when some people no longer have the concept of wanting to have many children, the reality of an aging population like in Ho Chi Minh City will sooner or later occur in many other provinces and cities. The solutions of Ho Chi Minh City need to be implemented soon and promoted effectively, not only to achieve the goal of improving the quality of life for the elderly, to make Ho Chi Minh City become an "elderly-friendly city", but also to be an experience for the whole country to learn and apply.
