In recent years, thoroughly implementing the direction of the Central Government, our province has improved the capacity of State management on environmental protection, implemented environmental protection activities in accordance with actual conditions, and organized many practical activities in response to environmental protection programs. Inspection and examination work focuses on: Compliance with the contents of environmental impact assessment reports, investment in upgrading waste treatment systems, registration of waste source owners, wastewater discharge licensing records into water sources, annual environmental monitoring reporting regime, etc. Thereby, the awareness of all levels, sectors, agencies, units and people on environmental protection has been raised. The awareness of compliance with environmental protection laws of establishments and enterprises has changed a lot.
Many resources have been invested in developing socio-economic infrastructure associated with environmental protection, which has significantly improved the lives of people in urban and rural areas. However, in the development process, environmental pollution is a difficult problem. Many production facilities, especially mineral exploitation facilities, still violate environmental regulations by using explosives beyond the permitted level, unsafe production activities, dust, noise, overloaded vehicles destroying residential roads, etc. The situation of production facilities not fully implementing environmental protection regulations, causing emissions and waste is negatively affecting people's lives and production. Waste and water pollution in many areas directly affect the quality of life. In addition, the province is facing problems caused by climate change, drought, natural disasters, landslides that seriously affect people's safety.
These are issues that need to be resolved not only for our province. The Resolution of the 17th Provincial Party Congress, as well as the action programs, key tasks, and breakthroughs, have identified the viewpoint: Socio-economic development associated with environmental protection, economic development based on science, technology and innovation, with industry as the driving force, tourism as the spearhead, agricultural production of goods and high technology as the foundation, linked with a synchronous and modern transport infrastructure system and a smart urban system, green urban system, associated with the goal of improving the material and spiritual life of the people... The work of planning, developing infrastructure, attracting investment, developing service industry and tourism clearly demonstrates the viewpoint of green and sustainable development.
The Government Office issued Notice No. 95/TB-VPCP dated March 25, 2023, concluding the Prime Minister Pham Minh Chinh's meeting with the leaders of Hoa Binh province. Accordingly, the province needs to prioritize resources for the development of green economy, digital economy, circular economy associated with the potential, strengths, outstanding opportunities, and competitive advantages of the province. Focus on attracting investment in areas with advantages in natural landscape and environment such as Hoa Binh Lake and districts: Mai Chau, Lac Thuy, Kim Boi, Lac Son, Yen Thuy... Developing tourism with the goal of Hoa Binh becoming a high-class resort destination not only domestically but also regionally and internationally... Developing industry, prioritizing the development of environmentally friendly industry, linking industry with urban development, focusing on projects that generate large, sustainable revenue for the budget, job creation, and sustainable development. Developing agriculture and forestry, orienting development towards clean, green agriculture; organic agriculture associated with the consumer market, aiming at the capital market. Urban development in Hoa Binh with mixed green urban development, building second homes for tourists and ethnic minority social housing communities.
In addition, direct the implementation of planning, management and use of land and minerals well; strictly control the assessment of environmental impacts on investment projects. Gradually raise public awareness of climate change, proactively respond to climate change. Control and manage industrial waste, domestic waste, medical waste, industrial emissions, small-scale industry, traffic, construction; focus on ensuring water security. Strengthen inspection and examination of compliance with the Law on Environmental Protection, strictly and promptly handle violations.
