
Accordingly, implementing Project 1 of the National Target Program 1719, from 2022 to the present, localities in Tuyen Quang province have focused on supporting households with urgent housing needs. With 50 million VND in state support, including 40 million VND from the National Target Program 1719, 10 million VND from the local budget, and preferential credit loans of up to 40 million VND from the Social Policy Bank, many poor ethnic minority households have gained more determination and mobilized funds to build sturdy houses.
In particular, since the implementation of National Target Program 1719, 1,276 poor households in ethnic minority and mountainous areas of the province have received housing support. In 2024 alone, the province aims to provide housing support to 326 households in need. Along with housing, under Project 1 of National Target Program 1719, Tuyen Quang province has been striving to address the urgent need for land for housing for a segment of ethnic minority communities in the area. Compared to housing, the number of households needing land is smaller. According to the review, during the 2021-2025 period, under Project 1, 106 households lacking land will receive support.
Besides providing support in terms of housing, land for residence, and land for production for ethnic minorities and people in mountainous areas, Tuyen Quang province also promotes comprehensive support for ethnic minority communities. For example, in Chiem Hoa district, to gradually improve the lives of the people, the district has promptly and effectively implemented the policies and guidelines of the Party and State dành for ethnic minorities and people in mountainous areas.
According to Ms. Ma Thi Nhung, Head of the Ethnic Affairs Department of Chiem Hoa District, the department consistently monitors the local area each year, understanding the legitimate concerns and aspirations of the people. Based on this, they proactively advise the local Party committee, government, and ethnic affairs departments at all levels to adjust and implement various investment and support programs and policies that are appropriate to actual needs, maximizing effectiveness and helping the people improve and enhance their lives.
During the period 2019-2024, Chiêm Hóa district implemented projects under the National Target Program 1719 with a total planned capital of over 378 billion VND allocated by the Provincial People's Committee, and the disbursement progress met the plan's requirements. Specifically, it addressed the shortage of residential land, housing, and production land for over 310 households; provided decentralized access to clean water for 1,943 households; planned, arranged, and stabilized the population in necessary areas; invested in the construction of 5 school buildings, 97 transportation projects ("over 100km of concrete roads completed"), 9 irrigation projects, 5 cultural centers; and built 3 traditional cultural models…
“Support programs for ethnic minority areas have been implemented correctly, targeting the right goals and beneficiaries, and yielding practical results. In particular, the clean water support program has contributed to improving the quality of life for the people, and the district aims to have 99.9% of rural households using hygienic drinking water by 2025,” Ms. Nhung shared.

According to Mr. Ma Quang Hieu, Head of the Ethnic Affairs Committee of Tuyen Quang province, on December 31, 2022, the Provincial People's Committee issued Decision No. 49/2022/QD-UBND regulating the land allocation for production to implement Project 1 under the National Target Program 1719 in the province. Departments, agencies, and localities have reviewed, allocated land, and implemented support for production land for many households with urgent needs. In 2024 alone, according to Plan No. 34/KH-UBND dated February 7, 2024, of the Provincial People's Committee, Tuyen Quang will directly support production land for 16 households. To improve income and raise living standards for ethnic minority households benefiting from Project 1, Tuyen Quang province has been focusing on implementing vocational retraining for households in need. According to the review, in the period 2021-2025, approximately 11,054 households in the province will receive support for vocational retraining. From its implementation until May 2024, the province has supported vocational retraining for 1,978 households in need. Specifically in 2024, the province will provide vocational retraining support to 1,840 households eligible for the program.
The effective implementation of Project 1 under the National Target Program 1719 in the province has contributed to "settling down" many families and simultaneously addressed many pressing issues in the province's ethnic minority areas. In the coming time, Tuyen Quang province will continue to effectively implement policies, programs, and projects, especially the National Target Program 1719, gradually narrowing the regional gap and creating motivation for people to unite and strive to build prosperous and happy villages.
