Accordingly, implementing Project 1 of the National Target Program 1719, from 2022 to present, localities in Tuyen Quang province have focused on supporting households with urgent housing needs. With 50 million VND in support from the State, including: 40 million VND from the National Target Program 1719, 10 million VND from the local budget and preferential credit loans from the Social Policy Bank up to 40 million VND. Therefore, many poor ethnic minority households have more determination to mobilize funds to build solid houses.
In particular, since the implementation of the National Target Program 1719, the whole province has had 1,276 poor households in ethnic minority and mountainous areas of the province receiving housing support. In 2024 alone, the whole province aims to provide housing support to 326 households in need. Along with housing, implementing Project 1 under the National Target Program 1719, Tuyen Quang province has been making efforts to solve the urgent need for residential land for a part of ethnic minorities in the area. Compared to housing, the number of households in need of residential land is less. According to the review, in the period of 2021 - 2025, implementing Project 1, the whole province has 106 households lacking residential land that will be supported.
In addition to providing support for housing, residential land, and production land for ethnic minorities and mountainous areas, Tuyen Quang province also promotes all-round support for ethnic minorities. Typically, in Chiem Hoa district, in order to gradually improve the lives of the people, the district has paid attention to promptly and effectively implementing the policies of the Party and State for ethnic minorities and mountainous areas.
According to Ms. Ma Thi Nhung, Head of the Ethnic Affairs Department of Chiem Hoa district, every year, the department always closely follows the locality, grasps the legitimate thoughts and aspirations of the people. From there, it proactively consults with local Party committees, authorities and ethnic sectors at all levels to adjust and decide on many investment and support programs and policies that are suitable to actual needs, promote efficiency, and help people improve and enhance their lives.
In the period of 2019-2024, in Chiem Hoa district, the projects of the National Target Program 1719 were implemented with a total planned capital assigned by the Provincial People's Committee of over 378 billion VND, the disbursement progress met the plan requirements. In particular, the shortage of residential land, housing, and production land for over 310 households was resolved, and distributed domestic water was supported for 1,943 households; planning, arranging, and stabilizing residents in necessary places; investing in the construction of 5 schools, 97 traffic works "solidifying over 100km of concrete roads", 9 irrigation works, 5 cultural houses; building 3 traditional cultural models...
“Support programs for ethnic minority areas are implemented with the right goals and targets, bringing practical results. In particular, the clean water support program has contributed to improving the quality of life for people, and the district aims to have 99.9% of rural households using clean water by 2025,” Ms. Nhung shared.
According to Mr. Ma Quang Hieu, Head of the Ethnic Minorities Committee of Tuyen Quang province, on December 31, 2022, the Provincial People's Committee issued Decision No. 49/2022/QD-UBND stipulating the land quota for production to implement Project 1 under the National Target Program 1719 in the province. Departments, branches and localities have reviewed, arranged land funds and implemented land support for many households in urgent need. In 2024 alone, implementing Plan No. 34/KH-UBND dated February 7, 2024 of the Provincial People's Committee, Tuyen Quang will directly support land for production for 16 households. To improve income and improve the lives of ethnic minority households who are beneficiaries of Project 1, Tuyen Quang province has been focusing on implementing job conversion for households in need. According to the review, in the 2021-2025 period, the whole province will have about 11,054 households receiving support for career conversion. From the implementation to May 2024, the province has supported career conversion for 1,978 households in need. In 2024 alone, the province will support career conversion for 1,840 households that are subjects of the Program.
The effective implementation of Project 1 under the National Target Program 1719 in the province has contributed to "settling down" many families, while solving many urgent problems in the province's ethnic minority areas. In the coming time, Tuyen Quang province will continue to effectively implement policies, programs, and projects, especially the National Target Program 1719, gradually narrowing the regional gap, creating motivation for people to unite and strive to build prosperous and happy villages and hamlets.
