Agricultural products are one of the important industries, contributing positively to the overall export turnover of Vietnam. However, in reality, although not inferior in quality, logistics costs are too high, and the heavy dependence on foreign shipping companies makes Vietnamese agricultural products less competitive when exported to the world .
According to economic experts, reducing costs and logistics time will be the driving force to bring Vietnamese agricultural products further, and to do this, it is necessary to promote the development of cross-border logistics.
Mr. Dang Dinh Long, Chairman of the Board of Directors - General Director of Mega A Group shared that with a station or a stop, goods can move from the exporting country to the importing country as quickly as possible without having to go through many inspection steps. At that time, the goods will be carefully inspected right from the starting point (exporting country), then go straight to the stop (final point).
In other words, cross-border logistics will handle all related stages at one point and this is extremely important, especially for agricultural products and food that require the fastest time to ensure quality and freshness.

According to Mr. Dang Dinh Long, cross-border logistics will create the most optimal transportation service in terms of cost, time and quality of goods. Implementing cross-border logistics, the total service cost will be reduced by 5-8%.
In addition, logistics will link the port system to bring agricultural products deep into the import market and be able to reach higher customer segments.
“When Vietnamese agricultural products are exported, they are guaranteed to be fresh and delicious, and have reasonable prices, but if logistics or procedures increase product costs and reduce quality, then that is the step that limits the competitiveness of Vietnamese agricultural products in particular and other products from Vietnam in general,” said Mr. Dang Dinh Long.
In fact, in the agricultural sector alone, Mr. Nguyen Anh Phong, Deputy Director of the Institute of Policy and Strategy for Agricultural and Rural Development, said: Logistics still accounts for high costs, infrastructure development cannot keep up with demand, service supply capacity is limited...
For example, logistics costs currently account for 12% of the cost of seafood, 23% of the cost of wooden furniture, 29% of the cost of vegetables and fruits, 30% of the cost of rice, etc. Vietnam's logistics cost ratio is currently 6% higher than Thailand, 12% higher than Malaysia and 300% higher than Singapore.
The process of international integration opens up many opportunities for exporting goods in general and Vietnamese agricultural products in particular. However, to grasp this opportunity, logistics also needs to be developed accordingly to link production-consumption-export of agricultural products sustainably.
Cross-border logistics will create a value chain from insurance companies, banks, to seaports, shipping lines, logistics businesses and shippers. This chain creates safety and reliability in import and export.
According to experts, to do this, the production stage must be standardized right from the start. For example, the growing area must be registered with a code; the packaging facility must have a packaging house code; the factory must have full certifications such as ISO, HACCP, etc. and the product must meet food hygiene and safety standards.
Typically, in the Chinese market, when all stages of production, processing, and packaging comply with Order 248 on regulations on management of registration of imported foreign food production enterprises and Order 249 on measures for managing the safety of imported and exported food of China, it will create the premise for smooth and convenient logistics.
Because when the product packaging is printed with a code issued by the General Administration of Customs of China, the process of inspection and customs clearance on China's one-stop system will be very fast. Thereby, it will help increase the competitiveness of Vietnamese agricultural products when entering this market, said Mr. Dang Dinh Long.
According to Mr. Ngo Xuan Nam, Deputy Director of the National Information and Enquiry Point on Epidemiology and Animal and Plant Quarantine (Vietnam SPS Office), markets are constantly changing product regulations and goods inspection procedures...
Every month, the Vietnam SPS Office receives hundreds of comments and changes from countries.
Thus, when implementing cross-border logistics, updating information and regulations from markets is not only necessary for farmers, cooperatives, businesses, industry associations but also for logistics enterprises.
By capturing information early, the units cooperate and coordinate smoothly in complying with the regulations of the import market, so that the products meet the correct requirements as well as ensure the fastest customs clearance of goods.
To make logistics a driving force for the development of the agricultural sector, Deputy Minister of Agriculture and Rural Development Tran Thanh Nam said that the Ministry of Agriculture and Rural Development is drafting a project "Developing a logistics service system to improve the quality and competitiveness of Vietnamese agricultural products by 2030."
The project will resolve current bottlenecks, contributing to unblocking the export flow of agricultural, forestry and fishery products.
In particular, the Ministry of Agriculture and Rural Development will propose implementing three projects: Establishing a cross-border road agricultural, forestry and fishery logistics chain connecting the markets of Vietnam, Laos, Cambodia and China; establishing an agricultural, forestry and fishery export logistics infrastructure chain integrating e-commerce and multimodal transport; establishing an agricultural, forestry and fishery air logistics chain connecting the ASEAN and Chinese markets; focusing on the application of cross-border e-commerce./.
