
At the question and answer session, Provincial People's Council delegate Nguyen Duy Can raised a series of questions and debates with the Director of the Department of Health. Is there a situation of fake drugs, poor quality drugs, functional foods and fake milk, of unknown origin, and false advertising in Nghe An province? Does the health sector have any specific plans and solutions to tighten the management of quality and origin of the above products at pharmacies, business establishments and on online platforms? Solutions to strictly control the bidding process, import, distribution and circulation of drugs at medical facilities, especially private medical facilities; post-inspection, post-dispensing and circulation supervision of drugs and functional foods to promptly detect and recall products, ensuring public health?

Responding to questions from delegate Nguyen Duy Can, Director of the Department of Health Le Thi Hoai Chung affirmed: There is a situation of fake drugs, poor quality drugs as well as functional foods and milk of unknown origin circulating in Nghe An.
As evidence, in the first 6 months of 2025, the Nghe An Health sector has strengthened management and directed the Nghe An Drug, Cosmetic and Food Testing Center to collect 628 samples for quality inspection and monitoring; discovered 3 substandard cosmetic and medicinal product samples and 6 fake drug samples at private pharmacies in Nghi Loc district and Vinh city before.
Particularly in public medical examination and treatment facilities, the Director of the Department of Health said: Up to this point, no fake drugs or fake foods have been discovered; because the process of importing drugs and chemicals in medical facilities is through strict bidding, especially the testing stage.

Regarding the responsibility of the health sector, in 2025, many documents were issued to strengthen state management; including 2 plans to inspect and supervise "after-sales" of production and business establishments in the province as well as plans to combat, prevent and repel smuggling, trade fraud, and counterfeit goods in the fields of pharmaceuticals, functional foods and cosmetics assigned and decentralized to the management sector.
In addition, Nghe An Health Department has also deployed training on legal regulations for business establishments; directed medical facilities to preserve goods to ensure quality and traceability; organized specialized inspection teams regularly, periodically and suddenly, combined with interdisciplinary inspections.
The industry's viewpoint is to strictly handle violations, so when there is public opinion or feedback from the people, an inspection team is organized to clarify. In the first 5 months of 2025, the health sector inspected 53 facilities; detected and handled violations at 8 facilities. The industry maintains sampling for quality monitoring every year with about 1,000 samples/year.
The solution for the industry in the coming time is to continue reforming administrative procedures in licensing as well as perfecting the software for professional practice data; strengthening training and coaching as well as publicizing violating establishments. Currently, the Nghe An Health sector's digital data portal has been established, which includes listing and publicizing poor quality goods and products.
The Department of Health will also promote inter-sectoral and local coordination in inspection, examination and deterrent handling; at the same time, it is recommended that agencies take measures and solutions to tighten advertising activities, especially advertisements that are not true, causing people to misunderstand or understand the effects of the product more than the actual product; associated with widespread communication, raising awareness for people in choosing and using quality medicines, functional foods and cosmetics.
The industry will also increase inspections, take more samples of products circulating on the market for testing, and detect counterfeit products; promote the application of information technology to trace origins and link software to manage pharmacies on drug import and daily drug sales invoices; enhance professional responsibility, discipline staff, civil servants, and workers in the entire industry to not assist in the use of products of unknown origin; promptly receive and handle violations to deter and contribute to protecting people's health.
