Poverty reduction in Ba Chẽ

The work of disseminating information and mobilizing people to change their mindset and way of thinking will help them effectively develop the household economy , transform the structure of crops and livestock appropriately, and apply science and technology to production to achieve high economic efficiency.

Mr. Trieu A Tai, from Lang Cong village, Don Dac commune, said: "Previously, my family was very poor and didn't know what economic development model to pursue. After receiving guidance from district and commune officials, and with over 20 hectares of forest land allocated and purchased by the state, my family invested in planting various types of forestry trees. At the same time, I also run a nursery to supply cinnamon seedlings to local people for reforestation. Each year, my family supplies about 60,000-70,000 cinnamon seedlings. After deducting expenses, my family earns over 200 million VND from the nursery and reforestation."

The district also regularly highlights exemplary individuals and good deeds, as well as households with outstanding production development models for people to emulate. At the same time, it disseminates the Party's guidelines and policies such as vocational training, job creation, and concentrated reforestation; and implements campaigns such as "All people unite to build new rural areas and civilized urban areas" in conjunction with the "Joining hands to build new rural areas" and "Building a civilized urban lifestyle" movements.

Each year, the district provides job counseling to over 650 people and helps nearly 500 workers find employment in the coal industry, industrial clusters, and factories and enterprises within the district and province. Currently, the percentage of trained workers in the district reaches 84.5%.

Each year, the people in the district plant over 3,500 hectares of concentrated forest, more than 360 hectares of large timber trees (ironwood, teak, mahogany); and many hectares of medicinal plants (purple ginseng, yellow camellia, other medicinal plants)... This has contributed to increasing people's income and achieving sustainable poverty reduction.

Alongside this, efforts to care for and assist the poor have been strongly promoted. Ba Chẽ is a locality that actively implements the program to eliminate temporary and dilapidated housing according to the province's policy. From 2019 to the present, 392 solidarity houses in the district have been newly built or repaired, with a total support fund of 13,365 million VND. In 2022, there were no more temporary or dilapidated houses in the district. Organizations and associations in the district actively support people in borrowing capital for production development. By the end of 2023, these organizations and associations acted as intermediaries for the Social Policy Bank and Lien Viet Bank, providing loans totaling over 120 billion VND to more than 43 cooperative groups and loan groups consisting of poor and near-poor members, policy beneficiaries, and households with difficult circumstances to develop their economy...

Along with that, the district has also focused on mobilizing the people to eliminate outdated customs and build a new cultural life. Some outdated customs, superstitions, and practices that negatively affect the economy, health, and environment in the rural areas of the district have been gradually eliminated. Community cultural activities are increasingly improving...

In particular, poor and near-poor households belonging to ethnic minorities in the district have changed their mindset and approach; they no longer rely on government support and assistance, but instead strive to overcome poverty through their own efforts. Ba Chẽ is the first district in the country to have 200 households voluntarily submit applications to be removed from the list of poor households.

The district also actively encouraged the people to support land clearance and donate land for key projects that promote economic development in the area, foster regional linkages, and thereby create jobs and income for the people. A prime example is the "15-Day Campaign" to complete land clearance for Provincial Road 342, passing through Dap Thanh and Thanh Lam communes; connecting Ha Long City with Ba Che and Dinh Lap districts in Lang Son province, with a road length of 20.9km, exceeding the schedule set by the province.

To date, all 7/7 communes in the district have met the criteria for New Rural Development, including 3 communes that have achieved advanced New Rural Development standards. Ba Chẽ town has achieved the standard for a civilized urban area, and Ba Chẽ district was recognized by the Prime Minister as a New Rural Development district in 2022. By the end of 2023, the district no longer had any poor households according to the central government's criteria. According to the provincial criteria, at the beginning of 2024, the district had 21 poor households, accounting for 0.37% of the total number of households in the area; and 111 near-poor households, accounting for 1.95%. The quality of life of the people is constantly improving. The average per capita income has reached over 72 million VND/person/year.
