Supervising the implementation of policies and laws at public service units in An Lao district, period 2018 - 2023

(Haiphong.gov.vn) – On the morning of March 8, Deputy Head of the National Assembly Delegation of the city La Thanh Tan and the city's National Assembly deputies conducted thematic supervision of the implementation of policies and laws on innovation of the organization and management system, improving the quality and efficiency of operations of public service units in An Lao district, period 2018 - 2023.

In the period of 2018 - 2023, An Lao District People's Committee has closely followed the directive documents of the Central Government, City Party Committee, City People's Committee, District Party Committee to review, develop Plans and Projects to arrange, merge, and reorganize a number of public service units (PSUs) to reduce the number of focal points. Up to now, 11 PSUs have been reduced and 75 public service unit officials have been streamlined. The operational efficiency of the units has been improved, gradually implementing financial autonomy, in accordance with the practical situation of the unit and locality.

However, the staffing quota and number of employees in most assigned public service units are still low, some units still lack human resources compared to the task requirements (education sector), so the implementation of the staff reduction policy still faces many difficulties. The number of public service units that self-guarantee regular expenses is still low, due to difficult socio -economic conditions, the ability to socialize some services is limited. Revenue from fees and service provision activities of some public service units is unstable, affecting the ability to increase the level of autonomy to move towards self-guaranteeing all regular expenses.

In addition to the three groups of solutions on policy institutions, implementation organization and resources, the District People's Committee proposed that the Government soon issue documents regulating the management of public service units, especially for autonomous public service units. At the same time, it requested that the Central Ministries and branches soon submit to the Prime Minister a plan for the network of public service units by sector and field. It requested that the Ministry of Education and Training provide specific regulations on streamlining the staff in the Education Sector, contributing to ensuring both the correct implementation of the Resolution's policies and the ratio of teachers/classes according to regulations.

After the working session, he requested the District People's Committee to accept the opinions of the Delegation, complete the report and send it to the City National Assembly Delegation so that the Delegation can synthesize the opinions and submit them to the National Assembly as soon as possible./.
