Dak Lak education sets clear goals for comprehensive development

Strengthening the leadership apparatus

After Resolution 10/NQ-HDND dated July 2, 2025 was passed and the Provincial People's Committee announced Decision No. 0133/QD-UBND establishing the Dak Lak Department of Education and Training (new), the Education sector has consolidated its organization in the direction of ensuring the quantity and quality of staff to maintain continuous operations, which is also a fundamental factor of innovation.

It can be said that the Unification Conference on the morning of July 4, 2025 at the Department's hall (No. 8 Nguyen Tat Thanh) marked a new beginning of a streamlined and efficient apparatus.

After the merger of the education and training sectors of the two provinces of Dak Lak (old) and Phu Yen (old), Dr. Le Thi Thanh Xuan - Provincial Party Committee member, National Assembly delegate of the 14th term, Director of the Department of Education and Training of Dak Lak (old) continued to be entrusted with the important responsibility of holding the position of Director of the Department of Education and Training of Dak Lak.

The Provincial People's Committee also appointed 6 deputy directors, including: Mr. Do Tuong Hiep, Ms. Vo Thi Minh Duyen, Mr. Pham Huy Van, Ms. Le Thi Kim Oanh, Mr. Nguyen Xuan Da and Mr. Luu Tien Quang.

According to statistics from the Dak Lak Provincial People's Committee, as of early July 2025, the Department of Education and Training came into operation with 98 cadres, civil servants, public employees and workers in 7 professional and technical departments, rearranged according to Decision 419/QD-UBND dated February 25, 2025: Establishing departments of general education - vocational education - continuing education; preschool education - ethnic education, and other specialized departments.

Previously, in mid-May 2025, when the merger policy was announced, the Departments of Education and Training of Dak Lak and Phu Yen held a conference to discuss solutions and agree on an action plan. This demonstrated the spirit of solidarity, carefully reviewed the project, ensured open and transparent personnel arrangements, and helped maintain smooth operations.

Expanding school network

After the merger, the province has 1,349 schools from kindergarten to high school. Of these, there are 453 kindergartens and 896 general schools, with a total of 16,898 classrooms.

For preschool level, in the 2024 - 2025 school year, the whole province mobilized 120,335 children to attend class, of which 99.74% of 5-year-old preschool children attended class, and 100% of communes/wards maintained universal preschool education for 5-year-old children.

An advantage for implementing universal education and increasing the rate of mobilizing 3-4 year old children to attend classes from the 2025-2026 school year is that the whole province currently has 239 national standard preschools, equivalent to 52.8% of the total. However, the Department of Education and Training also identified challenges and difficulties, as there are still 64 classrooms borrowed, used, and utilized by village halls and community houses for teaching and childcare.

Along with that, many places do not have enough sanitation facilities and clean water. This situation is mainly concentrated in remote communes/wards, disadvantaged areas and areas with large ethnic minority populations.

To solve the above problem, the Provincial People's Committee and the Department of Education and Training continue to implement a comprehensive support policy for preschool education facilities: Support 1.2 - 1.7 billion VND/commune/ward/year for repairing facilities and 3.5 - 8.9 billion VND/commune/ward/year for building new schools that meet national standards, with the goal of supporting remote, mountainous and border areas.

At the same time, the Department of Education and Training has proactively implemented flexible admissions for the first level, not limited to the old administrative boundaries, helping students to enroll in schools closest to their place of residence. Of which, 102 students who are children of Phu Yen officials (former) transferred to wards of Buon Ma Thuot City (former) were promptly handled, ensuring their wishes and legitimate rights.

According to the assessment of Vice Chairman of the Provincial People's Committee Nguyen Thien Van, this is an important stepping stone to complete the goal of universal expansion, increase the number of classes and improve comprehensive educational conditions.

Determined to achieve national goals

Dak Lak Department of Education and Training determined that the most important goal of the post-merger period is to universalize preschool education for children aged 3-5 by 2030, while increasing the rate of schools meeting national standards to a comprehensive level, narrowing the gap between remote and advantaged areas.

To achieve the above goals, the Department continues to improve the network, spatial planning, school and classroom scale. Promote the development of private kindergartens. Direct preschool education facilities to expand land funds for schools and school locations that still have land funds.

Along with that, continue to organize many training conferences to improve capacity for officials in charge of universalization, illiteracy eradication, and preschool education.

Regarding the quality of general education, the education sector identifies and focuses on teaching and educational solutions to improve the quality of comprehensive education, while focusing on narrowing the gap in education between disadvantaged and advantaged areas. Maintain the leading position in the South Central Coast and Central Highlands regions in terms of achievements in key education and STEM education.

At the same time, the Education sector continues to seriously implement Circular 29/2024/TT-BGDDT, requiring the cessation of paid tutoring in public schools, increasing free review sessions, and requiring teachers to sign commitments. Extracurricular tutoring organizations must register their business and be public. The Inspectorate, the Provincial Police and the Department of Health coordinate to monitor to maintain discipline and quality of education.

In 2025, the industry will also sign cooperation agreements with universities and academies to develop comprehensive education and improve the quality of training for future teachers.

After the merger, the entire Dak Lak province has built a scientifically planned education system with a stable school network. Investment in disadvantaged areas is focused on to balance quality. Key professional activities such as universal preschool education, entrance exams for grade 10 and high school graduation exams, and management of extra classes - are organized synchronously and transparently.

With the determination to universalize education for 3-5 year olds by 2030, increase the rate of national standard schools, and improve facilities, Dak Lak education is breaking through to become a bright spot in the region: modern, open, serious, and methodical - in line with the vision of educational development of the whole country, serving the quality of all students fairly.
