Accordingly, to effectively implement Resolution No. 15-NQ/TU of the Politburo , Prof. Dr. Nguyen Van Minh - Rector of Hanoi National University of Education said that Hanoi needs to have specific mechanisms, which are specified in the Capital Law (amended). In addition to complying with related laws, the Capital Law (amended) needs to have a wider "space", including regulations on education and training, in order to successfully carry out the task of developing a "Cultured - Civilized - Modern" Capital.
Professor Nguyen Van Minh suggested that it is necessary to focus on the factor of "resources for Hanoi's development". The capital's education and training must be superior, completely different from other localities, so it is necessary to have its own mechanism, even more superior.
At the same time, it is necessary to strictly prohibit the construction of high-rise buildings if social infrastructure, including schools, is not yet ensured so that "everyone can study". Consider mass education as social security, superiority and social equality.
For key education, it is necessary to consolidate and develop the system of specialized schools and practice schools belonging to universities. Along with that, Hanoi is a city with many international relations, with many diplomatic agencies located in the area. Every year, the number of students studying abroad is quite large compared to other localities. The connection of the program to be recognized regionally and internationally must be raised, instead of simply linking with a few small schools.
The training program also needs to be standardized in terms of content, teaching, testing, and examinations. Students, no matter where they are, can study at the school, even if it is only one class or one subject, and can be widely recognized internationally. Sharing the same view, Prof. Dr., Party Secretary, Director of Vietnam Academy of Agriculture Nguyen Thi Lan emphasized that development resources, especially high-quality human resources, are the advantage of the Capital, more than any other locality and need to be promoted from the Law on the Capital (amended).
Associate Professor, Dr. Tran Thi Dieu Oanh - National Academy of Public Administration said that the policy of attracting, promoting and developing human resources is a correct and necessary policy that Hanoi has implemented for many years but has not been effective; proposed to supplement some contents in the Capital Law (amended) to not only train, but also attract and retain talents. Resolution No. 15-NQ/TU of the Politburo clearly defines the spirit that Hanoi must go fast, go ahead of the whole country.
Therefore, it is necessary to decentralize and delegate power to Hanoi, especially in terms of staffing. At the same time, build an urban government with breakthroughs in models; promote the authority and responsibility of the Chairman of the City People's Committee as the head of the local state administrative agency, on the basis of clearly defining individual and collective responsibilities in the organization and operation of the urban government.
