On the morning of August 14, 2025, the Department of Education and Training held a conference to summarize the 2024-2025 school year and deploy tasks for the 2025-2026 school year for primary education with nearly 500 managers who are principals of primary schools, primary schools and special education schools in the city attending.

Attending and directing the Conference were Ms. Phi Thi Thuy Van - Deputy Director of the Department of Education and Training, leaders and experts of the Department of Preschool Education and Primary Education, Department of Education and Training.

In the 2024-2025 School Year Results Report, Ms. Nguyen Thi Bich Hue - Deputy Head of the Department of Preschool Education and Primary Education briefly reported on the achievements of the city's primary education in the past school year.

Regarding the scale of schools , after the merger between Hai Phong city (old) and Hai Duong province (old), there are 476 primary schools with 10,484 classes and 348,980 students (a decrease of 140 classes and 8,965 students compared to the 2023-2024 school year); Of which, 29 public primary schools (East Hai Phong has 18 schools, West Hai Phong has 11 schools); 09 private primary schools and 01 specialized school (East Hai Phong).

Regarding enrollment, the Department of Education and Training has instructed educational institutions to pilot the online enrollment system for primary schools ; at the same time, it has adjusted some enrollment contents to strengthen management and direction of primary school enrollment before entering the 2025-2026 school year. Basically, educational institutions have done a good job of propaganda and created consensus and active support from parents and local people , so the rate of mobilizing 6-year-old children to enter grade 1 reached 99.92% of children of school age, completing the enrollment plan .

Regarding the implementation of the 2018 General Education Program and the education plan, 100% of educational institutions have ensured strict implementation of the General Education Program and deployed a number of integrated contents according to regulations. The Department of Education and Training has directed the Departments of Education and Training to continue organizing training, capacity building and directing educational institutions to organize the development of school education plans, subject teaching plans, educational activities and lesson plans according to regulations ; training educational institutions to apply IT in developing education plans. The arrangement of duration and implementation time of integrated contents and educational activities within the program time frame is appropriate, not causing pressure on students .

Regarding the implementation of Local Education documents, the Department of Education and Training has been approved by the Ministry of Education and Training for Local Education documents for grade 5 (Decision No. 1184/QD-BGDDT and Decision No. 3085/QD-BGDDT of the Ministry of Education and Training). 100% of educational institutions have implemented Local Education documents from grade 1 to grade 5 integrated into subjects/educational activities, focusing mainly on Experiential Activities, Social Sciences, History and Geography, etc.

Regarding the organization of teaching Foreign Languages and Information Technology , in the 2024-2025 school year, the rate of students studying foreign languages in the whole city reached 98.35%, of which: 100% of educational institutions have implemented the compulsory English program for grades 3, 4, and 5 according to regulations and implemented elective English teaching for grades 1 and 2; the rate of students in grades 1 and 2 studying English is 134,663 students, reaching 98.5%. Some educational institutions have chosen Korean, Japanese, French , etc. as the first Foreign Language subject. such as Nguyen Van To Primary School , An Hoa Primary School, Hong Phong Primary School, An Duong Primary School, Dinh Tien Hoang Primary School,... 100% of educational institutions have organized compulsory IT teaching for students in grades 3, 4, and 5 according to the regulations of the 2018 General Education Program with a minimum duration of 1 period/week.

Also in this school year, the Department of Education and Training of Hai Phong supported online teaching for 7 primary schools with 32 classes, 599 lessons in Yen Bai province. Specifically: Le Chan District (old) supported teaching for Tram Tau District (old) 03 schools, 10 classes with 352 lessons; Ngo Quyen District (old) supported teaching for Nghia Lo Town (old) 02 schools, 14 classes with 183 lessons; Hong Bang District (old) supported teaching for Mu Cang Chai District (old) 2 schools, 8 classes with 112 lessons. Along with that, Hai Phong also supported schools with many devices for online teaching of English such as cameras, microphones, computers, TV screens, tables and chairs, ....

Ms. Tran Thu Hang - Head of the Department of Preschool Education and Primary Education, Department of Education and Training gave a speech guiding educational institutions to deploy tasks for the 2025-2026 school year : It is necessary to continue to effectively organize the implementation of the 2018 General Education Program ; implement 2-session teaching/day for primary education; Strengthen conditions to ensure education quality, develop the network of schools, build schools that meet national standards; arrange a reasonable team of teachers; have appropriate solutions to effectively implement state management of education in the context of merging administrative boundaries and implementing two-level local government ; Schools need to innovate teaching and testing methods, and evaluate according to the orientation of developing students' qualities and capacities, creating opportunities and conditions for students to develop comprehensively; promote STEM/STEAM education, digital capacity, artificial intelligence (AI ) ; Improve the quality of English teaching and learning, gradually making English a second language ; Strengthen and improve the quality of universal education and ensure equity in access to education; effectively carry out the task of inclusive education for students with disabilities . Promote digital transformation and innovation in school management and administration; effectively carry out inspection and supervision work according to authority , local committee advisor Put education into the action program to implement the Resolution of the Commune/Ward/Special Zone Congress with specific tasks and targets suitable to the conditions of each locality .

At the Conference, Ms. Tran Thu Hang also emphasized the priority of arranging small-scale schools, ensuring the regulations in the Primary School Charter ; being able to arrange school locations to facilitate learners ; ensuring the standards of facilities according to regulations, arranging separate classrooms, auxiliary blocks, playgrounds, exercise grounds, exercise equipment and subject classroom systems suitable for the characteristics of each level of education. Educational institutions need to have drastic solutions, persistently and effectively advise all levels to arrange and ensure resources for investment in facilities, teaching equipment, and learning materials to effectively implement the General Education Program according to regulations ; Effectively use existing facilities, equipment and teaching aids , increase self-made teaching equipment , overcome the situation of "equipment coming to school but not to class" ; develop a training plan for management staff and teachers of subjects and educational activities ; focus on building a core team of teachers to ensure that training is carried out regularly and continuously, right at school ; Link training content with professional group and team activities to improve professional capacity, support teachers in developing personal plans, promptly detect difficulties and problems in the process of implementing programs and textbooks according to authority .
