Strengthening discipline, publicity and transparency in collecting fees at educational institutions for the 2025-2026 school year

To implement the 2025-2026 academic year plan , the Department of Education and Training issued Document No. 6126/SGDĐT-KHTC on the implementation of revenue collection in the field of education and training for the 2025-2026 academic year (hereinafter referred to as Document No. 6126/SGDĐT-KHTC); accordingly, the Department of Education and Training directs public and private educational institutions to strictly and fully implement all documents and regulations on revenue collection for the 2025-2026 academic year . To strengthen discipline, transparency, and openness in the management of revenue collection for the 2025-2026 academic year , the Department of Education and Training requires educational institutions to implement the following tasks:

1. Continue to ensure that management staff, teachers, and employees strictly implement Document No. 6126/SGDĐT-KHTC; and at the same time, fully disseminate this information to parents and the community. Absolutely no instances of "excessive fees" at the beginning of the school year should occur ; all fees must have a legal basis, be clearly and publicly disclosed regarding the list, amount, subjects, time, and method of collection; no fees outside of regulations should be imposed, no multiple fees should be combined, and no fees should be collected in advance for multiple periods.

2. The head of the unit is fully responsible for all revenue and expenditure within the unit; and is accountable to students, parents, state management agencies, and society for each fee and expenditure. In case of excessive fees or fees collected or spent contrary to regulations, the head of the unit shall be held responsible before the competent authority and before the law.

The Department of Education and Training requests the People's Committees of communes, wards, and special zones to direct relevant units to strengthen inspections of the collection of fees at the beginning of the 2025-2026 school year for educational institutions under their management; promptly rectify and strictly handle any violations (if any) according to regulations.
