The education sector is allowed to recruit teachers.

Currently, in many localities, teacher recruitment is not the responsibility of the education sector. The Ministry of Education and Training proposes to give the education sector the initiative in recruiting and using teachers.

Mr. Vu Minh Duc - Director of the Department of Teachers andEducational Managers (Ministry of Education and Training) - said that the regulation on delegating the right to recruit and transfer teachers to the education sector in the draft Law on Teachers could create a new change, overcoming the shortage of teachers.

- Currently, in many localities, teacher recruitment is not led by the education sector. This leads to some problems when the education sector is not proactive, and teacher recruitment is not close to the practical needs of teaching in schools. From this reality, the Ministry of Education and Training has proposed to give the education sector the initiative in recruiting and using teachers.

"If this is approved, the education sector will ensure the development of a comprehensive strategy with a longer-term vision for the teaching staff, development trends, and requirements for the quality of the teaching staff. Accordingly, the education sector can proactively "order" training and recruit teachers that are closer to actual needs than at present," Mr. Duc affirmed.

* Lack of teachers but no recruitment sources is a paradox that occurs in many places, including particularly difficult areas. So what does the Ministry of Education and Training propose to increase recruitment attraction?

- Currently, teachers working in disadvantaged areas have also received attention with preferential allowances, attraction allowances, support for public housing... The Ministry of Education and Training also encourages localities to have their own policies to improve the quality of life of teachers in disadvantaged areas, support travel expenses, study to improve qualifications...

If the Law on Teachers comes into effect, the education sector can mobilize teachers between educational institutions in the area when there is a local surplus or shortage, and reasonably arrange teachers to teach between schools and levels.

Accordingly, it is possible to apply the rotation of teachers from favorable areas to difficult areas for teaching within a certain period of time and ensure the rights of teachers when their assignment period ends and they return to their old schools.

The draft Law on Teachers also includes preferential policies for teachers who are local and teach locally. When the law is enacted, these preferential policies will be specified in the decree.

* Among the teachers lacking nationwide, preschool level is lacking the most and this is also the level with the highest rate of teachers quitting their jobs, sir?

- In addition to general welfare policies, the Ministry of Education and Training has proposed to increase the preferential allowance for preschool teachers to the highest level. In addition, the draft law also stipulates that preschool teachers can retire no more than five years earlier than prescribed and will not have their pension percentage deducted due to early retirement.

This is also reasonable because preschool teachers have to work in a stressful and difficult environment, and their working hours are longer than those of teachers at other levels. These are policy adjustments to increase the attractiveness of preschool teachers and help teachers feel secure in their profession.

* Many localities have sources of recruiting teachers for IT, physical education, and art, but are stuck because candidates do not meet the professional qualifications according to standards or do not receive formal training at a teacher training school. Is there any solution to this problem?

- The Ministry also received information from localities to reflect and ask for opinions. In cases where candidates do not graduate from a regular pedagogical degree but study majors close to the subject that the candidate registered to recruit teachers, have a pedagogical certificate, they can be recruited and this is under the decision of the local recruiting unit.

However, some cases of candidates who only graduated from college currently have no legal basis to resolve and must wait for the revised and supplemented Law on Education, expected to be passed in July 2026.

* How do you evaluate the feasibility of mobilizing forces outside the education sector such as singers, artists, and athletes to teach in schools to overcome the shortage of teachers?

- Mobilizing external forces to participate in education is very good, so schools and localities should be encouraged to do so when conditions permit. However, teaching the main curriculum must still be done by teachers.

Depending on conditions, artists, athletes, or even experts in a certain field can be assigned to take on some educational content in schools, but only with the aim of increasing experience and improving students' abilities and awareness.

Raising salaries is not enough to keep teachers.

* In your opinion, is adjusting teachers' income the most important solution to attract people to the teaching profession and quickly resolve the current teacher shortage?

- That is necessary, but increasing salaries does not necessarily attract and retain teachers. The Law on Teachers, when effective, will be the legal basis for implementing salary and allowance policies to help teachers stabilize their lives.

However, in addition to income, teachers need a friendly working environment, where they can develop their capacity and creativity, be protected and respected.

Within its authority, the Ministry of Education and Training has and will continue to complete legal documents to regulate and guide the Departments of Education and Training and schools in implementing this. However, it also needs the attention of localities, schools and society.
