Accordingly, the Department of Education and Training has the right to decide on the establishment of school councils, recognition, appointment, and dismissal of school council chairmen; change job positions, reward, and discipline heads and deputy heads (principals, vice principals) of public educational institutions under its management authority.
At the same time, the Department of Education and Training also has the right to decide on the appointment of principals and vice principals of public educational institutions under the State management of two or more commune-level administrative units.
Regarding the team of teachers and educational institution managers, the Department of Education and Training is assigned to take the lead in implementing the regulations and decentralization of the Provincial People's Committee regarding the recruitment, reception, mobilization, secondment, and transfer of the team of teachers, educational institution managers, civil servants, and employees in public educational institutions in the province.

The Department of Education and Training is the unit that manages, uses, changes professional titles, trains, fosters, and evaluates teachers, educational institution managers, civil servants, and employees in public educational institutions in the province according to the decentralization of the Provincial People's Committee and the provisions of the Law on Teachers.
The Department of Education and Training is also responsible for deciding according to decentralization or submitting to the Chairman of the Provincial People's Committee for decision on regular salary increases, early salary increases, and regimes and policies on salaries, allowances, bonuses and other regimes and policies as prescribed for civil servants and contract workers in educational institutions under its management authority as prescribed by law and as prescribed by the Provincial People's Committee.
Meanwhile, the Department of Culture and Society in communes and wards will advise and submit to the committees at the same level plans for recruiting teachers; manage job positions and teacher structure in the locality.
According to information from the Ministry of Education and Training, by the end of the first semester of the 2024-2025 school year, the country still has about 60,000/65,000 assigned positions that have not been recruited while the country still lacks more than 120,000 teachers at all levels.
To address this situation, the Ministry of Education and Training has requested the People's Committees of provinces and cities to urgently direct the recruitment of teachers to meet the assigned quota. Localities need to have mechanisms and policies to attract teachers to work, place training orders, and enhance teacher training; specifically identify the number and structure of teachers lacking by year, level, and subject from the 2026 to 2031 school year and report to the Ministry.
