Circular 29 "tightens" extra teaching and learning: Please do not complain

Circular 29 regulating extra teaching and learning has officially taken effect since February 14 and is still receiving much attention from public opinion. While public opinion agrees with the management of extra teaching and learning, there are still some teachers who "complain" about the hard work and low salary.

Specifically, recently a teacher shared: "Teachers have to work hard to do many things, often go on missions of the industry (special topics, training, coaching...); Plan special topics, teach special topics, attend special topics, create exam questions, supervise exams, grade exams, recite notes, take exams,... Almost every week there are events (opening ceremony, Mid-Autumn Festival, November 20, Christmas, preliminary summary, March 8, December 22, March 26, closing ceremony, in charge of excellent stars,...

Teachers are at school from 6:30 am to prepare. Some days when students perform in the ward or district, teachers supervise students from 6-9 pm, even on Saturdays and Sundays. Primary school teachers teach 2 periods in a row with a 15-minute break, but many times they don't have time to teach during recess. Secondary school teachers teach 1 period with a 5-minute break to move from class to class, 2 periods with a 10-minute break. We work hard all afternoon to earn a few pennies, while other sectors sit around and get nothing. So where is the fairness for teachers?"

Regarding this opinion, in an exchange with the reporter of Dan Viet newspaper, Dr. Vu Thu Huong, an independent education doctor, former lecturer of the Faculty of Primary Education, Hanoi Pedagogical University, said: "Teachers who say they work a lot and have other jobs that they don't get paid for are too much, making people frustrated and upset. While teachers get to rest at night, soldiers and police officers have to patrol and go everywhere to ensure the safety of the people. Doctors stay up all night to take care of patients. Accountants with gray hair sit and calculate, especially from January to March. Even office workers, if they have work, have to work overtime day and night. Not to mention that the teaching profession always gets a Tet holiday, there are many professions that don't get a Tet holiday.

Teachers say the program is... difficult, but the program is applied nationwide. Apart from some big cities that have extra classes, many places don't have any extra classes. The program is "propagandized" by you guys as being too difficult, but the rate of passing the next grade nationwide is still nearly 100%. If it's as difficult as you guys say, why hasn't the rate of repeating a grade increased?

Teachers say there are "1001 other jobs outside of teaching hours". That is the teaching profession, not just a teaching worker. Other professions have 1001 other jobs and must accept all of them in the fixed salary. The teaching profession also calculates salary according to the salary system of all other professions. Does the teaching profession receive a special salary system that is lower than other professions?

If the teacher says he teaches during the break time and doesn't get any rest, it means that the teacher is "burning" out of lesson plans, has poor teaching and time management skills, and needs to learn from experience, not to ask for subsidies.

The curriculum changes, teachers must be responsible for finding ways to teach in accordance with the new curriculum, not demanding that the curriculum follow the teacher's teaching ability. Other professions must also constantly learn to improve their skills, and must also find ways to constantly update themselves to keep up with the development of that profession. That is natural.

Not all teachers teach extra classes. Many teachers of other subjects would never dream of teaching extra classes. And school staff are not allowed to teach extra classes either. They also live on that meager salary.

The Ministry of Education and Training does not absolutely prohibit extra teaching but has issued laws to restrict it. Let's stop complaining and work according to regulations."

Latest information from the Ministry of Education and Training on extra teaching and learning

On February 18, the Ministry of Education and Training also provided information on the management of extra teaching, extra learning and some general education contents.

The Ministry of Education and Training said that after Official Dispatch No. 545/BGDĐT-GDTrH, the Ministry of Education and Training will continue to grasp the situation from localities to have further urging and directing documents, thereby helping the Departments of Education and Training have a basis for advising and directing implementation at the local level.

The People's Committees of provinces and centrally run cities continue to direct the effective implementation of communication work, organize specialized conferences to disseminate and guide relevant subjects to unify the organization and implementation of regulations. Effectively implement the responsibility of state management of education and the directions of the Prime Minister in Official Dispatch No. 10/CD-TTg dated February 7, 2025.

The Departments of Education and Training promptly grasp the situation from schools and teachers to guide or coordinate with departments, branches, districts and counties to have instructions suitable to local characteristics.

Schools and teachers are responsible for teaching students to develop qualities and abilities, meeting output standards; test and assessment questions must also be correct and sufficient to meet the requirements of the program. For students who have not achieved satisfactory results and are preparing for the transfer exams and high school graduation exams, schools and teachers need to be responsible for providing support for them.

Parents and society need to accompany schools to carry out education, ensuring a harmonious combination of all three elements in education (school, family and society); participate in monitoring the implementation of Circular 29.

"In addition, to ensure the lives of teachers, in the past, the Ministry of Education and Training has had many consultations and is continuing to consult on policies for teachers, including the draft Law on Teachers, if passed by the National Assembly in the coming time, will also bring positive remuneration policies for teachers," the Ministry of Education and Training affirmed.
