I am a teacher working in a particularly difficult area. During the summer break, teachers were cut off their long-term work allowance and were told that it was applied according to Decree No. 76/2019/ND-CP. The working regime for preschool teachers is implemented according to the provisions of Circular No. 48/2011/TT-BGDDT dated October 25, 2011 of the Minister of Education and Training . In which, the summer vacation time of teachers is 8 weeks, with full salary and allowances and subsidies.
Before April 22, 2025, the working regime of general education teachers shall be implemented according to the provisions of Circular No. 28/2009/TT-BGDDT dated October 21, 2009, amended and supplemented by Circular No. 15/2017/TT-BGDDT dated June 9, 2017 of the Minister of Education and Training. In particular, the annual summer vacation of teachers is 2 months (including annual leave according to the provisions of the Labor Code), with full salary and allowances (if any).
Article 5, Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government stipulates allowances for long-term work in areas with particularly difficult socio -economic conditions. Accordingly, the subjects specified in Article 2 of this Decree are entitled to monthly allowances calculated based on the basic salary and actual working time in areas with particularly difficult socio-economic conditions as follows: Level 0.5 applies to people who have actually worked in areas with particularly difficult socio-economic conditions from 5 years to less than 10 years; Level 0.7 applies to people who have actually worked in areas with particularly difficult socio-economic conditions from 10 years to less than 15 years; Level 1.0 applies to people who have actually worked in areas with particularly difficult socio-economic conditions from 15 years or more.
The Ministry of Home Affairs is the agency in charge of advising the Government to promulgate policies for teachers working in areas with particularly difficult socio-economic conditions (Decree No. 76/2019/ND-CP dated October 8, 2019 of the Government). Therefore, you can contact the Ministry of Home Affairs and the Department of Home Affairs for instructions and satisfactory answers, in accordance with regulations.
