On January 7, the Traffic Police Department of Quang Binh Provincial Police said that at around 7:25 p.m. on December 10, 2023, on Tran Hung Dao Street (Dong Phu Ward, Dong Hoi City), the Patrol Control Team of the Traffic Police Department of the Provincial Police discovered Mr. Tran Xuan My (born in 1980, driving practice instructor at Quang Binh College of Industry and Agriculture) driving a practice car with license plate 73A-093.03 with signs of violation, so they asked to stop the car and check the alcohol concentration.

At the time of the inspection, the alcohol concentration measured in Mr. My's breath exceeded 0.4 milligrams/1 liter of breath (0.516 milligrams/1 liter of breath). Due to the administrative fine exceeding the authority, the Working Group prepared a file requesting the Chairman of the People's Committee of Quang Binh province to issue a decision on administrative fine according to authority.

For the above violation, Mr. Tran Xuan My was fined 35 million VND by the Chairman of Quang Binh Provincial People's Committee, with an additional penalty of temporarily detaining the vehicle for administrative violation according to regulations.

At the same time, Mr. My's driver's license was also revoked for 23 months from the date of signing the decision.

The Provincial Traffic Police Department has sent a notice of Mr. Tran Xuan My's violation to Quang Binh College of Industry and Agriculture for disciplinary action according to regulations.
