For many years now, teachers in Ho Chi Minh City have had the highest income in the country. In addition to salaries and allowances, thanks to the city's special policies, many teachers have an additional income of hundreds of millions of VND/year.

Special policy for teachers in Ho Chi Minh City

Currently, the income of public teachers in Ho Chi Minh City is quite high. In addition to salaries and benefits according to state regulations, teachers also receive additional income according to the resolution of the City People's Council to pilot a number of special policies and mechanisms.

Seven years ago, the Ho Chi Minh City People's Council issued Resolution 03 regulating the payment of additional income for cadres, civil servants, and public employees in the state management sector, political organizations, socio-political organizations, and public service units managed by the city.

In 2018, the coefficient of income adjustment to implement the specific mechanism at each unit is a maximum of 0.6 times compared to the salary according to the grade and position. The salary according to the grade and position is the salary level that includes the salary increase according to the Government 's roadmap.

In 2019, the income adjustment coefficient to implement the specific mechanism at each unit is a maximum of 1.2 times higher than the salary according to the rank and position.

In 2020, the income adjustment coefficient to implement the specific mechanism at each unit is a maximum of 1.8 times higher than the salary according to the rank and position.

After that, the People's Council of Ho Chi Minh City passed Resolution 08/2023/NQ-HDND regulating the payment of additional income according to Resolution 98/2023/QH15 on piloting special mechanisms and policies for the development of Ho Chi Minh City (effective from September 29, 2023). In which, for the last 5 months of 2023, the subjects are entitled to additional income according to the coefficient based on the salary level according to the grade, level, and position: The maximum coefficient of additional income payment is 0.8 times compared to the salary level, level, and position.

According to Resolution 185/2023 issued by the Ho Chi Minh City People's Council on the state budget revenue and expenditure estimates for 2024, the maximum additional income coefficient applicable for 2024 is 1.5 times higher than the salary scale and position.

Teachers receive up to 23 million VND per month

Additional income/month = Salary coefficient + Position allowance coefficient (if any) x 2,340,000 VND (base salary) x 1.5 (additional income coefficient).

Of which 2,340,000 VND is the basic salary effective from July 1, 2024.

With this calculation, a grade III preschool teacher who completes his/her tasks excellently will have an additional income of 7.37 million VND/month (level 1, coefficient 2.1) to 17.1 million VND/month (level 10, coefficient 4.89).

A grade II preschool teacher who completes his/her tasks excellently will have an additional income of 8.2 million VND/month (level 1, coefficient 2.34) to 17.4 million VND/month (level 9, coefficient 4.98).

Grade I preschool teachers who complete their tasks excellently will have additional income from 14 million (grade 1, coefficient 4) to 22.3 million (grade 8, coefficient 6.38).

Meanwhile, for primary, secondary and high school teachers with grade III qualifications who complete their tasks excellently, their additional income will be from 8.2 million VND/month (level 1, coefficient 2.34) to 17.4 million VND/month (level 9, coefficient 4.98).

Primary, secondary and high school teachers, grade II, who complete their tasks excellently, will have an additional income of 14 million VND/month (level 1, coefficient 4) to 22 million VND/month (level 8, coefficient 6.38).

Primary, secondary and high school teachers, grade I, who complete their tasks excellently, have an additional income of 15.4 million VND/month (level 1, coefficient 4.4) to 23.7 million VND/month (level 8, coefficient 6.78).

Additional income in HCMC is paid quarterly (3 months).

High school teachers can receive more than 400 million VND/year

Not long ago, a teacher in Ho Chi Minh City publicly announced his income in 2023 as 412 million VND. On average, about 34 million/month. This teacher has been teaching since 1995, and has been in the profession for 30 years.

He said that this income includes teachers' salary (including salary and seniority allowances, incentives...) and additional income according to the Resolution of the HCMC People's Council.

The teacher's income in many months is quite high, specifically in January it was 49 million VND, in April it was 64 million VND, in July it was 55 million VND, in November it was 48 million VND, in December it was 57 million VND. These are the months in which, in addition to the teacher's salary, the teacher received additional income according to the Resolution of the Ho Chi Minh City People's Council. However, the income coefficient according to the Resolution of the Ho Chi Minh City People's Council from the third quarter of 2023 to present is 0.8, so the income will decrease later. In the months without this income, this teacher's salary ranges from 18 to 22 million VND.

After deducting expenses such as insurance (12 million VND), personal family deduction (132 million VND), the amount of money he has to pay tax in 2023 is 267,682 million VND and the amount he has to pay personal income tax is 33,73 million VND (no dependents).
