Teachers in Ho Chi Minh City have the highest salaries in the country, some receive more than 400 million VND/year.

Special policies for teachers in Ho Chi Minh City.

Currently, the income of public school teachers in Ho Chi Minh City is quite high. In addition to their salaries and benefits as stipulated by the state, teachers also receive additional income according to a resolution of the City People's Council piloting some specific mechanisms and policies.

Seven years ago, the Ho Chi Minh City People's Council issued Resolution 03 stipulating the payment of additional income to officials, civil servants, and public employees in the state management sector, political organizations, socio-political organizations, and public service units managed by the city.

In 2018, the income adjustment coefficient for implementing the special mechanism at each unit was a maximum of 0.6 times the salary based on rank and position. The salary based on rank and position includes the salary increase according to the Government 's roadmap.

In 2019, the income adjustment coefficient for implementing special mechanisms at each unit was a maximum of 1.2 times the salary based on rank and position.

In 2020, the income adjustment coefficient for implementing special mechanisms at each unit was a maximum of 1.8 times the salary based on rank and position.

Subsequently, the Ho Chi Minh City People's Council passed Resolution 08/2023/NQ-HĐND regulating the payment of additional income in accordance with Resolution 98/2023/QH15 on piloting special mechanisms and policies for the development of Ho Chi Minh City (effective from September 29, 2023). This resolution stipulates that for the last five months of 2023, eligible individuals will receive additional income based on a coefficient according to their salary grade, rank, and position: The maximum coefficient for additional income payment is 0.8 times the salary based on their grade, rank, and position.

According to Resolution 185/2023 of the Ho Chi Minh City People's Council on the state budget revenue and expenditure estimates for 2024, the maximum coefficient for additional income expenditure applicable to 2024 is 1.5 times the salary based on rank and position.

Teachers receive up to 23 million VND extra per month.

Monthly additional income = Salary coefficient + Position allowance coefficient (if any) x 2,340,000 VND (base salary) x 1.5 (additional income coefficient).

Of that amount, 2,340,000 VND is the basic salary effective from July 1, 2024.

Based on this calculation, a kindergarten teacher of rank III, who performs their duties excellently, will have an additional income ranging from 7.37 million VND/month (level 1, coefficient 2.1) to 17.1 million VND/month (level 10, coefficient 4.89).

A kindergarten teacher of rank II, who performs their duties excellently, can earn additional income ranging from 8.2 million VND/month (level 1, coefficient 2.34) to 17.4 million VND/month (level 9, coefficient 4.98).

Preschool teachers of rank I who have excellently completed their duties will receive additional income ranging from 14 million VND (level 1, coefficient 4) to 22.3 million VND (level 8, coefficient 6.38).

Meanwhile, for primary, secondary, and high school teachers of rank III who have excellently completed their duties, the additional income ranges from 8.2 million VND/month (level 1, coefficient 2.34) to 17.4 million VND/month (level 9, coefficient 4.98).

Primary, secondary, and high school teachers of rank II who have excellently completed their duties will receive an additional income of 14 million VND/month (level 1, coefficient 4) to 22 million VND/month (level 8, coefficient 6.38).

Primary, secondary, and high school teachers of rank I who have excellently completed their duties will receive an additional income of 15.4 million VND/month (level 1, coefficient 4.4) to 23.7 million VND/month (level 8, coefficient 6.78).

High school teachers can earn over 400 million VND per year.

Not long ago, a teacher in Ho Chi Minh City publicly disclosed his 2023 income as 412 million VND. That's an average of about 34 million VND per month. This teacher has been teaching since 1995, and has 30 years of experience in the profession.

The teacher explained that this income includes the teacher's salary (including salary and seniority allowances, incentives, etc.) and additional income as stipulated in the Resolution of the Ho Chi Minh City People's Council.

The teacher's monthly income was quite high, specifically 49 million VND in January, 64 million VND in April, 55 million VND in July, 48 million VND in November, and 57 million VND in December. These were months when, in addition to his regular teacher's salary, he received supplementary income according to a resolution of the Ho Chi Minh City People's Council. However, the income coefficient according to the resolution of the Ho Chi Minh City People's Council from the third quarter of 2023 to the present is 0.8, so his income has decreased since then. In months without this supplementary income, the teacher's salary fluctuated between 18 and 22 million VND.

After deducting expenses such as insurance (12 million VND) and personal allowances (132 million VND), the amount the teacher has to pay in tax in 2023 is 267.682 million VND, and the amount he has to pay in personal income tax is 33.73 million VND (without dependents).
