In early July, Ms. Phan Thi Le (65 years old, in Ky Lua ward) went to the Provincial General Hospital for a check-up under the health insurance card (BHYT) scheme. Although Tan Lien commune had just been merged into Ky Lua ward, the information on the card had not been adjusted, but Ms. Le had her card scanned and examined quickly, without any problems. Ms. Le shared: At first, I was worried that the commune name had changed and the BHYT card was no longer valid, but when I arrived at the hospital, all procedures were still handled normally. The medical staff supported me enthusiastically, so I felt very secure.
Many people share the same feelings as Ms. Le when they come to medical facilities for examination and treatment. This is the result of the efforts of the provincial Social Insurance to ensure the rights of the people when implementing the 2-level local government model.
Mr. Nong Van Hoan, Deputy Director of the Provincial Social Insurance, said: To ensure the rights of people with health insurance cards, we have coordinated with the Department of Health to direct medical examination and treatment facilities to continue to create conditions for people to use health insurance cards according to the old information on the health insurance cards, without having to carry out any additional procedures. At the same time, the Provincial Social Insurance established a permanent working group, directed units, arranged officials on duty at the public administrative service center, closely coordinated with the People's Committees of new communes and wards and the Provincial Post Office to deploy public services, ensure timely reception and return of administrative procedure results to people; implement reception, information exchange and a quick reporting regime to promptly handle arising problems, ensuring smooth operations after the merger of administrative units.
Accordingly, medical examination and treatment facilities still accept valid health insurance cards when the address information and the place of initial medical examination and treatment registration on the health insurance card have not been adjusted. At the same time, the newly rearranged medical examination and treatment facilities and the provincial Social Insurance have coordinated to sign contracts or appendices to health insurance medical examination and treatment contracts according to regulations to ensure that the health insurance medical examination and treatment contracts are fully implemented without interruption.
In management work, the provincial Social Insurance has assigned staff to coordinate with the Party Committees and authorities of the new communes and wards to promote propaganda and dissemination of policies and regimes to people and businesses. Mr. Nong Quoc Hanh, Deputy Director of Van Lang Social Insurance, shared: After the merger, Van Lang Social Insurance manages the area of 5 communes. To ensure the rights of social insurance and health insurance participants, we have arranged 5 staff to work at the public administrative service centers of the communes to receive and guide people, not letting people go back and forth many times.
As a result, in the first 2 weeks of July 2025, the provincial Social Insurance received 544 applications submitted directly at the provincial and commune-level public administrative service centers, Social Insurance officers directly advised and guided over 1,000 cases of online application submission on the national public service portal and asked about social insurance and health insurance policies; over 30,000 people examined and treated under the health insurance regime at medical facilities were resolved smoothly.
These synchronous measures have helped people and businesses to be served quickly, conveniently, and without interruption during the transition period of the government organization model. In the coming time, the provincial Social Insurance will continue to improve the effectiveness of information technology application, complete the data of social insurance and health insurance participants according to the new administrative units and promote online public services, in order to serve people and businesses better and better.
