Project efficiency
In recent years, flooding in the city center has become increasingly serious and widespread, with frequent occurrences, higher levels of flooding and longer durations, causing major impacts and obstacles to many economic and social activities of the city, especially traffic, business, education and training, environmental sanitation and urban landscape... To limit the above situation, Can Tho City (old) has implemented the Can Tho River Embankment Project - Responding to Climate Change. Up to now, the project has been basically completed and effective.
Mr. Tran Van Thai, in Tan An ward, Can Tho city, said: “Since the Can Tho river embankment under the Can Tho river embankment project - Responding to climate change was basically completed, we have been very happy and excited. Because this project not only contributes to limiting riverbank erosion and flooding due to high tides, but also contributes to completing infrastructure and urban beautification of the city. Currently, the project is still partially unfinished, we really hope that the project will continue to be implemented to promote its effectiveness, and people in the area where the project passes through will also benefit.”
The Can Tho River Embankment Project - Climate Change Response has 4 construction packages with a total embankment length of 5.16km. The total planned capital for implementation is over 1,095 billion VND, from ODA loans, non-refundable aid from AFD Vietnam (French Development Agency in Vietnam) and local budget counterpart funds... Currently, package 3 and package 4 have been completed. Package 1 and package 2 are facing 11 cases of site clearance with a length of about 330m.
According to the Can Tho City Construction Investment Project Management Board (project investor), the above project has been implemented since 2016, meeting the goal of preventing riverbank erosion and flooding for people living in the central area of Can Tho City. At the same time, it overcomes the encroachment of the river frontage, leveling and increasing the load on the riverbanks of households, avoiding damage to property and human life caused by riverbank erosion. Preventing the re-encroachment and illegal construction of houses along the river; restoring construction order, relocating encroaching construction works to ensure flood safety, water traffic safety, ensuring waterway safety... On that basis, it also contributes to raising people's awareness, protecting the green, clean and beautiful environment; harmoniously and synchronously connecting with the Can Tho river embankment works that have been and are being built to create a complete system of bank protection works, protecting the safety of residents and the city's infrastructure works.
Mr. Phan Minh Tri, Deputy Director of the Can Tho City Construction Investment Project Management Board, emphasized: “The project not only prevents riverbank erosion, protects architectural, cultural works, and infrastructure built along the river, ensuring a peaceful life for people living on both sides of the river, but also contributes to creating a proactive position in responding to climate change, stabilizing the open space for Can Tho city, avoiding flooding due to rising river water... In addition, the project gradually solves environmental problems for residents living in the area; creates urban landscapes, entertainment and physical training conditions along the embankment, improving the cultural life of the people; creates conditions for socio-economic development for the locality, especially the tourism and service industries...”.
Focus on implementation
According to the Can Tho City Construction Investment Project Management Board, the Can Tho River embankment project - Climate Change Response has expired on December 31, 2023. However, due to the fact that compensation, support and resettlement work in Ninh Kieu district (old) has not been completed, contractors of construction packages No. 1 and No. 2 have not been handed over the site with a length of 336.2m, equivalent to 11 cases. Therefore, the project needs to extend the implementation time to complete compensation, support and resettlement work, construct the remaining items, complete the project, and ensure the project's objectives.
At the same time, due to site clearance problems, the project could not complete the entire volume of construction to be able to use up all the ODA capital within the ODA disbursement period for construction packages according to Decision No. 1721/QD-TTg dated December 28, 2023 and agreements with AFD. Therefore, to continue disbursing the remaining construction volume of the packages, the investor proposed to use counterpart funds to implement instead of the ODA capital that has expired. After receiving the agreement of the City Party Committee, the City People's Committee and the consensus of AFD, the Can Tho City Construction Investment Project Management Board carried out the procedures to adjust the project investment policy.
According to the adjusted plan, from July 2025 to April 2026, the project will continue to complete compensation, support and resettlement. From May 2026 to December 2026, the project will continue to implement the remaining items and complete the project. In addition, the investor will urge the construction units to complete the remaining 2 packages within 8 months from the date of receiving the construction site.
The Can Tho City Construction Investment Project Management Board also recommended that the City People's Committee promptly approve the adjustment of the project investment policy according to report No. 2582/BC-HDTD dated June 30, 2025 of the Investment Policy Appraisal Council so that the unit has a basis to adjust the project and continue to implement site clearance and complete the remaining volume of construction packages No. 1 and No. 2. The City Land Fund Development Center urgently established the Project Compensation, Support and Resettlement Council to speed up the compensation, support, and final handover of the remaining 11 cases to contractors for construction, completing the project on time as approved by the competent authority.
Recently, at a working session with Can Tho City leaders on the above project, Mr. Herve Conan, Director of AFD Vietnam, hoped that the Can Tho River Embankment Project - Responding to Climate Change would remove difficulties, especially site clearance for the remaining phase so that the project can be completed soon and put into effect.
Mr. Nguyen Van Hoa, Vice Chairman of Can Tho City People's Committee acknowledged the interest of Mr. Herve Conan, as well as the recommendations of AFD Vietnam. Mr. Nguyen Van Hoa directed: “Functional departments, relevant units continue to review and report so that the city can direct to remove difficulties and complete the Can Tho River Embankment Project - Responding to Climate Change. First of all, carry out the process of adjusting the project implementation time and ending and completing the project according to the adjusted plan. The investor, functional departments, and wards benefiting from the project focus on compensation for damages, resettlement, site clearance and handover to the construction unit to speed up the implementation progress, complete the project, meet the goals of responding to climate change, and develop Can Tho City's urban area according to the set plan...". |
