Struggling with capital and investment procedures
On June 16, the People's Committee of Dong Nai province held a working session with relevant departments, branches and units to remove difficulties and obstacles in implementing the drainage project outside Long Thanh airport and the Ma Da bridge project and connecting road. These are two key and urgent infrastructure projects for the development of the area surrounding Long Thanh International Airport.
According to a report from the Dong Nai Department of Finance, the drainage project outside Long Thanh airport has a total investment of about 1,300 billion VND. Although it is identified as an urgent project, the project has not been able to be implemented yet because the source of capital has not been determined.

The Department of Finance proposed that the Provincial People's Committee assign the Long Thanh District People's Committee to urgently complete the dossier proposing the investment policy. In case the locality cannot complete it in time before the new two-level government is put into operation from July 1, 2025, it is recommended to transfer the dossier to the Provincial Investment and Construction Project Management Board to receive and continue the procedures. At the same time, the Department of Finance will coordinate with the Ministry of Finance to report to the Prime Minister for consideration of supporting central funding for the project.
With the Ma Da Bridge project and the connecting road to Ho Chi Minh City Ring Road 4, the biggest problem at present is that the project has not been updated in the land use planning, construction planning and planning of Dong Nai province. Therefore, the project is not qualified to decide on investment policy, nor does it have a legal basis to allocate capital from the central budget according to regulations.
Direct the removal in an urgent and correct manner
To resolve the issue, Dong Nai Department of Finance requested the Provincial People's Committee to promptly assign specialized agencies to urgently complete the dossier to adjust the provincial planning, update the Ma Da bridge project and the connecting road into the land use planning, construction planning and provincial development planning for the period 2021-2030, with a vision to 2050. At the same time, the Department of Finance will coordinate with the Ministry of Finance to continue working with the Central Government to propose budget support for project implementation according to the submitted plan.

In addition, the Department of Construction and the Department of Agriculture and Environment of the province are assigned to take the lead in advising on the adjustment of related plans. The Provincial Investment and Construction Project Management Board needs to coordinate with the consulting unit and relevant parties to quickly complete the documents and pre-feasibility study report for the project in the form of public investment.
Concluding the meeting, Vice Chairman of Dong Nai Provincial People's Committee Ho Van Ha emphasized: Both drainage projects outside Long Thanh airport and Ma Da bridge are key projects, playing an important role in the strategy of developing transport infrastructure and ensuring operating conditions for Long Thanh airport in the future.
Mr. Ho Van Ha agreed with the proposals of the Department of Finance and assigned this department to take primary responsibility for advising, resolving difficulties and coordinating with relevant parties to implement the project. The Ma Da bridge project was separated into an independent project so that it could be implemented first, minimizing procedures while still ensuring compliance with legal regulations.
For the drainage project outside Long Thanh airport, the Department of Finance needs to promptly advise the investor, speed up the appraisal and approval of the investment policy, and create conditions for early commencement of construction to effectively serve the Long Thanh International Airport area during the operation phase.
