The Ministry of Home Affairs proposed to review and report on the current status of the national payroll and the current status of arrangement and use of commune-level cadres and civil servants.

According to the Ministry of Home Affairs, after nearly 3 months of operation, the 2-level local government model has achieved more positive changes in many aspects of organizational structure, administrative procedure settlement as well as functions, tasks and authority of government levels, especially at the commune level.

However, the implementation has also revealed difficulties, in which the structure, quantity and quality of the staff and civil servants at the commune level are not uniform; some places have surpluses, others lack; many positions do not meet the requirements of new tasks. This is a bottleneck that needs to be resolved soon so that the grassroots government can operate smoothly and meet the requirements of serving the people and businesses.

Implementing the direction of the Politburo and the Secretariat on strengthening and arranging sufficient staff and human resources with expertise and skills in various fields at the commune level; on the basis of temporarily orienting the list of job positions at the commune level, the Ministry of Home Affairs has just issued a document requesting the People's Committees of provinces and centrally-run cities to review and report on the current situation of arranging and using cadres and civil servants working in agencies and organizations under the People's Committees at the commune level.

Accordingly, the People's Committees of provinces and cities need to report specifically on the quantity, quality, and arrangement of cadres and civil servants according to each professional position and field. Notably, the proportion of commune-level cadres and civil servants with specialized training suitable for the assigned job position.

In addition, localities must also assess the current situation of arrangement and use of communal-level cadres and civil servants, point out advantages, limitations, and difficulties, and clearly state the policies and strategies implemented to increase human resources for the grassroots. On that basis, localities propose and recommend solutions to overcome current shortcomings.

The Ministry of Home Affairs noted that this is an important basis for the Ministry to synthesize and report to the Politburo and Secretariat in September 2025.

Review and propose staffing for the period 2026 - 2031

In parallel with the review of commune-level human resources, the Ministry of Home Affairs also sent an official dispatch to ministries, branches and localities to report on the current status of staffing, the number of existing cadres, civil servants and public employees and proposed staffing for the period 2026 - 2031.

Accordingly, regarding the current status of the number of civil servants and public employees, the Ministry of Home Affairs requests reports related to civil servants and public employee payrolls (receiving salaries from the state budget and receiving salaries from career revenue sources) assigned by competent authorities as of July 31, 2025 and the number of civil servants and public employees present as of September 1, 2025 divided into 4 groups of job positions at each agency, organization, and unit.

Ministries, branches and localities also reported on civil servants and employees assigned to work in organizations performing state management functions and some specific administrative organizations that have not been assigned civil servant positions as of July 31, 2025 and the number present as of September 1, 2025.

In addition, the units also synthesize labor contracts related to professional job positions in administrative agencies, organizations, public service units and labor contracts in support job positions in administrative agencies, organizations, and public service units.

The Ministry of Home Affairs affirmed that synthesizing data and reporting on the current situation of arrangement and use of cadres and civil servants as well as proposing new staffing levels is an important task that requires the drastic participation of ministries, branches and localities.

The results of this review and proposal will be an important basis for the Politburo and Secretariat to make appropriate decisions to build a team of cadres and civil servants to meet the requirements of the new development stage, especially at the commune level.

According to the Ministry of Home Affairs, the determination and proposal of staffing must be based on: Job position; functions, tasks, organization and operation of the agency or organization (including: scope, management objects; organizational scale; workload; principles of organizational design (taking into account the factor of management decentralization); level of office modernization, work processes, digital transformation applications, etc.); Specific factors on task performance (nature of work); Current status of civil servants and public employees to meet task requirements in the new period; Other factors.

For localities, further research and review: Population size, area; Local socio-economic situation; Classification of administrative units, urban classification; Specific geographical factors (borders, islands...).

For ministries and branches, the proposed staffing must specifically ensure each job position of each organization (down to the department, division and equivalent levels) and the total staffing must not exceed the current staffing of the ministry or branch as of July 31, 2025.

For localities, the proposed staffing must specifically ensure each job position of each agency, organization, and unit at each level (each job position may require multiple staffing levels, and one staffing level can take on many job positions); especially at the commune level, it must ensure the principle that each state management field of each department is assigned at least one civil servant staffing level and ensure that the total proposed staffing level does not exceed the current staffing level of the locality as of July 31, 2025.
