Mr. Ngan Van Tue's family in Cham Puong village, Luong Minh commune is poor, their life is difficult, their main source of income is farming, so their life is very unstable. For a long time, the family's old house has seriously degraded, affecting their daily life and residence, especially during the rainy season.

Implementing Project 1, the National Target Program for Socio -Economic Development in Ethnic Minority and Mountainous Areas for the 2021-2025 Period (National Target Program 1719), Mr. Ngan Van Tue's family received support of 50 million VND to build a solid house. Borrowing a little more from relatives, Mr. Tue was able to build a fairly sturdy house, no longer worried about the rain and wind.
Mr. Ngan Van Tue shared: “Thanks to the support of the State, my family has a dream house, which is sealed above and durable below, and we don’t have to worry about rain or wind. From now on, we can rest assured to work, live and take care of our children’s education.”
According to information from the People's Committee of Luong Minh commune, in 2025, the commune has 5 households receiving financial support for housing construction under the National Target Program 1719. Accordingly, each family will receive 50 million VND, of which the central budget supports 40 million VND, the counterpart fund of the Provincial People's Committee 4 million VND and the Provincial Fatherland Front Committee 6 million VND.
From this source of support, along with borrowing from brothers, relatives, and exchanging working days, households in Luong Minh commune have had solid houses, meeting their housing needs for many years.
Recently, in the communes of Western Nghe An , hundreds of poor households and households with housing difficulties have received support from the National Target Program 1719 to rebuild their houses and gradually settle down and stabilize their lives.

As one of the 7 households in Muong Long commune receiving support to build houses from the National Target Program 1719, Ly Nhia Ho's family in Tham Luc village said: "My house was built a long time ago, but over time it has deteriorated and become damaged. Thanks to the State's support program, we now have a solid and beautiful house like today. The whole family is very excited and feels secure in doing business and living."
According to Chairman of Muong Long Commune People's Committee Pham Van Hoa, in addition to other programs and projects, the houses supported under the National Target Program 1719 have brought joy to people in the commune.

Without support from the program and the province, the dream of settling down for many households would be difficult to realize. To have solid and spacious houses, in addition to the supported funding, it is indispensable to have the sharing, companionship, and help in terms of working days from local forces as well as local people.
These are the militia, Front officials at all levels, village management boards, veterans' association members, border guards... always joining hands to support working days, helping families and villages in building new houses.
In Muong Long commune alone, 7 households receiving support to build houses from the National Target Program 1719 were all supported by local authorities and forces in the area with dozens of working days to level the ground and transport raw materials, contributing to reducing additional costs and speeding up the completion progress.
According to the report of the People's Committee of Nghe An province, summarizing the National Target Program 1719 for the period 2021-2025, the policies of the program were implemented relatively synchronously, according to the implementation progress of the Central Government; the goals and targets of the program in the province were basically achieved as planned. In the province, 632 houses were supported for 632 poor households with housing difficulties, reaching 100% of the plan set out at the beginning of the period. Housing support for poor people with housing difficulties in ethnic minority and mountainous areas has given them more motivation and confidence to rise up, overcome difficulties, and stabilize their lives .
