Prof. Dr. Nguyen Kim Loi, Ho Chi Minh City University of Agriculture and Forestry: Responding to climate change in Dong Nai, no one is an outsider

The weather in Dong Nai province is changing quite erratically. Dong Nai Hydrometeorological Station forecasts the possibility of heavy rain throughout June and warns of the risk of flooding in the two cities of Bien Hoa and Long Khanh.

Prof. Dr. NGUYEN KIM LOI, (Director of the Center for Climate Change Research, Head of the Department of Natural Resources and GIS, Ho Chi Minh City University of Agriculture and Forestry - who directly participated in developing the Climate Change Scenario Update Program and the Climate Change Response Action Plan for Dong Nai province, shared with Dong Nai over the weekend regarding this issue.

Important data source for development strategy

* As someone who directly participated in developing the climate change scenario and the Climate Change Response Action Plan for Dong Nai province, can you share about the strategic directions proposed by the research team?

- Information on climate characteristics and local climate change scenarios is one of the basic and important input data sources serving the orientation of policy making and strategies for local socio -economic development. Reality shows that currently, development planning options for sectors and fields need to incorporate climate change factors in order to come up with reasonable and sustainable options.

Since the early days of participating in the development of the Climate Change Scenario Update Program and Climate Change Response Action Plan for Dong Nai province, our research team has always actively and effectively coordinated with relevant parties in Dong Nai to be able to grasp in the most detailed way the current status of climate change and the impacts of climate change occurring locally.

On that basis, the team developed a most comprehensive assessment framework to provide a detailed picture of Dong Nai’s climate change and developed a variety of local climate change scenario sets. We believe that this will be a useful source of information for stakeholders.

* Due to its topographical characteristics and ecological conditions, Dong Nai is an area vulnerable to the impacts of climate change. According to the professor, what is the significance of updating climate change scenarios for sustainable development planning and local resource management?

- Vietnam in general and many localities across the country, including Dong Nai province in particular, are assessed as areas with high vulnerability to adverse impacts from extreme climate factors such as localized heavy rains, urban flooding, heat waves, droughts and saltwater intrusion. In addition to natural factors, the level of urbanization and industrialization in Dong Nai province has taken place rapidly in recent years, contributing to increasing population concentration and increasing local property values. This also means that the level of exposure and sensitivity to extreme climate factors has also increased.

Updating climate change scenarios at the provincial level is important for local sustainable development planning. Locally detailed climate change scenarios are a useful source of information, providing a lot of scientific basis on climate change, especially extreme events in the future. From there, stakeholders can make the most of climate information and especially integrate climate risk factors considering different levels of extreme events into local development strategy planning, especially for sectors with high sensitivity to extreme climate events.

“I emphasize the importance of connecting stakeholders from people, businesses, scientists and local authorities. Accordingly, the ability to connect, share information and share resources contributes to shaping and deciding the effectiveness of policies. The ability to access financial resources and science and technology potential of stakeholders will contribute to promoting the effectiveness and increasing the long-term sustainability of policies” - Professor, Dr. Nguyen Kim Loi.

Important application for Dong Nai fruit growing area

* Dong Nai is a key agricultural production area with many key crops such as durian, rambutan, grapefruit, jackfruit... According to the professor, how is climate change affecting and will affect the productivity, quality, seasonality and competitiveness of these crops?

- Climate change is affecting most aspects of our lives. For the agricultural sector, specifically for local staple crops, unpredictable changes in climatic factors have adverse impacts on crop yield and quality.

Thus, in order to assess the disadvantages of climate change on local staple crops, climate change scenario data must be integrated into the crop sector. Accordingly, one of the important tasks is to clearly identify the level of adaptation and build a map of natural adaptation zones for each group of staple crops corresponding to each climate change scenario.

In addition, climate data needs to be integrated with many sets of mathematical models for each major crop to determine crop yield and quality under different climate scenarios, with emphasis on water balance and water demand at each stage in the growth and development cycle of crops.

From there, we can better estimate crop potential and optimize the yield and quality of key crops more effectively against different climate risks.

* In the action plan to respond to climate change, what groups of solutions has the research team proposed to protect and sustainably develop the fruit growing areas of Dong Nai?

- In order to protect and sustainably develop the fruit growing areas of the province, we need to pay attention to many different factors at the same time and need close coordination between relevant parties. In particular, the need for irrigation water for crops is the most important issue. The assessment of the availability and potential of irrigation water for crops needs to be determined in detail. Based on the zoning of irrigation water, we can determine more reasonably the distribution structure of crops in the province.

In addition, plant disease management is also an issue that needs attention. Climate change has clearly changed the ecological behavior of many diseases in a way that is unfavorable to plants. Therefore, building a system to monitor and manage plant diseases that takes into account climate change conditions is also one of the effective solutions for the protection and sustainable development of key crop areas in the locality.

* What recommendations does the professor have for Dong Nai, policy makers, scientists and the farming community in effectively responding to climate change?

- In the process of adapting and responding to climate change, green transformation is an inevitable trend in all sectors, contributing step by step to sustainable development in the long term. We need to see green transformation as a driving force for development, not a burden but an opportunity for stakeholders to promote their roles. In the process of green transformation to adapt to climate change, certainly no one can stand outside.
