Quang Ninh Provincial Party Committee has issued Official Dispatch No. 2740-CV/TU, requiring the entire province to absolutely not be negligent, subjective, lose vigilance, and not allow interruptions in directing response to natural disasters when restructuring administrative units and organizing local governments at two levels. At the same time, urgently review and develop a plan to reorganize forces performing natural disaster prevention and rescue tasks according to the instructions of competent authorities, and at the same time, in accordance with the actual conditions of the locality to ensure smooth, effective and efficient operations from July 1, 2025 (after the district level ends its operations).
Along with that, since March 2025, Quang Ninh province has been maintaining and repairing 8 level IV dykes in the area to improve disaster prevention capacity, ensure safety during the rainy season and contribute to stabilizing people's lives and production. The total cost of the projects is up to 36 billion VND, allocated to the following items: Repairing and reinforcing the dyke surface; handling landslides, cracks, and leaks; handling termite nest collapses; planting wave-breaking trees and renovating the dyke toe corridor. The dykes prioritized for repair are located in localities with high risks of natural disasters such as: Dong Trieu, Uong Bi, Ha Long, Mong Cai, Quang Yen, Tien Yen, Hai Ha.

The Department of Construction has also proactively improved the PCTT-TKCN Command Board at units to ensure focus, unity, and response to tasks and requirements in the new situation; grasp the weather situation; direct agencies, units in the industry, and traffic infrastructure investors in the area to organize reviews, assessments, draw lessons and make specific plans and solutions to implement storm and flood prevention tasks. At the same time, strengthen inspection and assessment of the current status of road and inland waterway traffic infrastructure; identify vulnerable locations with high risk of landslides, propose solutions; check drainage systems to ensure drainage when there is heavy rain... In particular, for steep and vulnerable locations with the potential for landslides, management units review to repair damaged road surfaces; supplement, repair traffic cones, signs and develop traffic diversion plans, mobilize human resources, equipment and supplies, reserve materials at central locations, easy to get, easy to transport to be ready to respond to natural disasters with the goal of overcoming damage as quickly, effectively, safely and in accordance with regulations. For ongoing traffic projects, investors and contractors must develop specific, realistic plans to proactively prevent storms and floods; pay attention to drainage factors, handle slopes with high risk of landslides at construction sites near residential areas...
To proactively prepare plans to prevent natural disasters and extreme weather caused by storms and rains, all other localities in the province have been actively and proactively preparing plans and measures to respond, especially to the risks of flash floods and landslides. In particular, special attention is paid to prevention, proactive and quick response, and effective implementation of the motto "3 before", "4 on-site".
