According to the Department of Finance, for the Ma Da Bridge Project and the road leading from Ma Da Bridge to Ring Road 4 - Ho Chi Minh City, up to now, the unit has advised the Provincial People's Committee to submit to the Prime Minister for consideration and approval of the policy for the Provincial People's Committee to adjust the planning of Dong Nai province for the period 2021-2030, with a vision to 2050 according to the simplified procedures; report to the Prime Minister to assign Dong Nai province as the competent authority to implement the project; report to the Prime Minister to support the central budget capital source to invest in the project. At the same time, report to the Provincial People's Committee the results of the appraisal of the report proposing the investment policy for the Ma Da Bridge Project...
The current problem with this project is that the project is not in line with land use planning, construction planning, and Dong Nai province planning. Therefore, there is not enough basis to decide on the project investment policy. Regarding investment capital, according to the Ministry of Finance , because the project is not in line with the planning, there is not enough basis to support capital.
Therefore, the Department of Finance proposes that the Provincial People's Committee urgently complete the dossier to adjust the provincial planning based on the update of Ma Da Bridge and the connecting route from Ma Da Bridge to Ring Road 4 - Ho Chi Minh City. Proactively coordinate with the Ministry of Finance on supporting the central budget for the province to implement the project according to previous proposals. Assign the Department of Construction, Department of Agriculture and Environment to preside over advising the Provincial People's Committee to adjust the construction planning and land use planning related to the project.
At the same time, assign the Provincial Construction Investment Project Management Board (after the merger) to urgently coordinate with the consulting unit and related units to complete the project's pre-feasibility study report in the form of public investment.

For the Drainage Project outside Long Thanh Airport, the Department of Finance proposes to assign the Long Thanh District People's Committee to report on the progress of completing the project's investment proposal dossier. In case it is not completed before the 2-level government comes into operation, it is recommended that the Provincial People's Committee assign the Provincial Construction Investment Project Management Board to receive and hand over the dossier (if any) and implement the next steps. At the same time, assign the Department of Finance to proactively coordinate with the Ministry of Finance to report to the Prime Minister to support central funding to implement the project.
Speaking at the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that the above two projects are two key projects of the province. Therefore, relevant units must speed up the progress in the spirit of shortening procedures to avoid missing work.
Vice Chairman of the Provincial People's Committee Ho Van Ha assigned the Department of Finance to take full responsibility for the Ma Da Bridge Project and the road leading from Ma Da Bridge to Ring Road 4 - Ho Chi Minh City. At the same time, agreed to separate the Ma Da Bridge Project into an independent project to speed up progress.
For the Drainage Project outside Long Thanh Airport, the Department of Finance consulted and proposed the unit to be assigned as the investor, and at the same time, speed up the progress of approving the project investment policy.
