On the afternoon of November 26, the Hanoi People's Council passed a resolution to replace Resolution No. 47/2024/NQ-HDND dated December 12, 2024 of the City People's Council regulating the implementation of low-emission zones in the area.
Low emission zones are areas designated to restrict polluting vehicles to improve air quality. The Hanoi People's Committee will apply a number of traffic management measures for motor vehicles using fossil fuels and motor vehicles that pollute the environment.
Hanoi will not make new investments and carry out controlled new registration of fossil fuel vehicles when disposing of old vehicles that have expired their circulation, especially for vehicles owned by organizations.

At the same time, prohibit the circulation of trucks with a total design weight specified in the Vehicle Registration Certificate of over 3.5 tons using fossil fuels.
The Resolution stipulates the roadmap for implementing low-emission zones in each phase. Specifically:
From July 1, 2026: Implement a pilot low-emission zone in some areas within Ring Road 1, including 9 wards: Hai Ba Trung, Cua Nam, Hoan Kiem, O Cho Dua, Van Mieu - Quoc Tu Giam, Ba Dinh, Giang Vo, Ngoc Ha, Tay Ho.
From January 1, 2028: Implement low emission zones in Ring Road 1 and some areas in Ring Road 2 and beyond. Including 9 wards in Ring Road 1 and wards of Lang, Dong Da, Kim Lien, Bach Mai, Vinh Tuy.
From January 1, 2030: Implement low emission zones in the 3rd ring road and beyond, including 36 wards and communes. Of which, 14 wards are in the 2nd ring road area and the following wards and communes: Phu Thuong, Xuan Dinh, Nghia Do, Cau Giay, Yen Hoa, Thanh Xuan, Khuong Dinh, Dinh Cong, Phuong Liet, Tuong Mai, Hoang Mai, Vinh Hung, Long Bien, Phuc Loi, Viet Hung, Bo De, Phu Dong, Dong Anh, Thu Lam, Phuc Thinh, Vinh Thanh, Noi Bai.
From 2031 onwards: Areas in the city that have one of the criteria specified in this resolution must implement low emission zones.
Measures to be applied in low emission zones include: Organizing the development of public passenger transport and encouraging the use of environmentally friendly vehicles; reviewing and identifying areas eligible for the development of walking and cycling spaces; developing a system of public clean energy charging stations, infrastructure for collecting and treating discarded electric vehicle batteries; building a traffic culture, awareness of using public transport, limiting the use of personal vehicles...
In addition, in low emission zones, the city will ban motorbikes and scooters from operating on the software platform supporting traffic connection; ban other motorbikes and scooters from entering low emission zones according to time frames/points or areas; limit and eventually ban cars that do not meet level 4 emission standards from entering low emission zones according to time frames/points or areas.
