The Hanoi People's Committee has just issued a plan to implement the Program on Child Mental Health Care and Orphan Care for the period 2023-2030 in Hanoi.

Accordingly, the City strives for 80% of children with mental health problems and children at high risk of mental health disorders to have access to counseling services, psychological support, and appropriate social services at schools, medical examination and treatment facilities, social assistance facilities, child protection service providers, and in the community. At the same time, ensure that 100% of orphans are cared for and have access to care, support, and legal aid services when needed. 100% of children who are orphans of both parents, children who are orphans of one parent in the group of children without support as prescribed are cared for by relatives, individuals, and families who are not relatives, are adopted or are temporarily cared for and fostered at social assistance facilities as prescribed.
To achieve the above objectives, the Plan sets out 8 groups of tasks including: Implementing laws and policies on mental health care for children, caring for orphans with diverse and rich forms, focusing on alternative care for children at home. Communicating to raise awareness of all levels, sectors, families, and communities on mental health care for children, protection and care for orphans. Strengthening training, fostering, capacity building, and development of staff at all levels and sectors, especially staff working in child care,education , and protection, teachers, medical staff, and social workers at educational institutions, social assistance facilities, child protection service providers, medical examination and treatment facilities, and in the community.
In addition, develop comprehensive and continuous mental health care services for children. Develop support services and care for orphans. Strengthen inter-sectoral coordination between agencies and organizations in the care of children's mental health and care for orphans. Strengthen inspection, monitoring and evaluation of the implementation of the Plan. Deploy surveys and assessments of the situation of mental health care for children and orphans. Promote socialization, enhance international cooperation, mobilize all social resources, experiences and initiatives to care for mental health and care for orphans.
The Hanoi City People's Committee requests the City's departments, branches, and People's Committees of districts, towns, and cities to seriously, synchronously, effectively, and appropriately implement the Plan in accordance with the practical situation of each locality and unit.
