To ensure the safety of students and teachers, the Hanoi Departmentof Education and Training prohibits schools from organizing extracurricular activities, experiences, and spontaneous picnics.
The information was announced by a leader of the Department of Education and Training on the morning of May 24. Accordingly, the Department requested that schools fully implement regulations on organizing social activities, experiences, and picnics. In addition to ensuring safety, the program content must be educational and appropriate for the students' ages.
In fact, these regulations have been mentioned many times by the Department in notices and official dispatches on accident and injury prevention, ensuring safety for students.
Accordingly, to organize outdoor and experiential activities, schools need to make a plan, clearly stating the participants, coordinating units, time, location, budget, safety plan and make-up class schedule; then agree with the parents' committee and send a report to the superiors (Department, Department of Education and Training). The school will only implement the plan when it has received the consent of the students' parents and the approval of the direct management level.
In addition, the Department reminded schools to check electrical equipment, trees, fences... when the rainy and stormy season is coming; reminded students not to go swimming in ponds or lakes without an adult accompanying them.
Four days ago, a sixth grader and his parents in Hanoi died while on a field trip to Nam Dinh . The group of about 50 people, organized by the class, sent a parent as the group leader. The accident happened when the students were catching clams and mussels at the sandbank at the mouth of the Tra River, Xuan Thuy National Park. The sandbank collapsed, sweeping the students into the river. The parents went to rescue them but were also swept away by the water.
After this incident, some schools in Hanoi canceled their experience plans, which usually take place at the end of the school year.
At the end of March, the Ho Chi Minh City Department of Education and Training also requested to rectify extracurricular, experiential, and career-oriented activities at schools. Schools must organize practical, educational activities that ensure safety. For primary schools in particular, the Department prohibits schools from organizing activities outside the city.
