Hanoi officially poured 3,000 billion to support lunch for primary school students

The Hanoi People's Council has passed a resolution regulating the mechanism for supporting boarding meals for primary school students in the capital, starting from the 2025-2026 school year.

On the afternoon of July 9, with the majority of delegates in favor, the Hanoi People's Council passed a resolution regulating the mechanism for supporting meals for primary school students in the capital, starting from the 2025-2026 school year.

Accordingly, the resolution stipulates the support level including primary school students studying at educational institutions in mountainous communes and communes in the Red River delta, the support level is 30,000 VND/student/day (main meal support).

For primary school students studying at the remaining educational institutions in Hanoi, the support level is 20,000 VND/student/day (main meal support).

In case the student's parents and the school agree on a higher meal allowance than the State's subsidy, the difference will be collected from the student (ensuring a minimum meal allowance of 30,000 VND/student/day).

Support period in the 2025-2026 school year (based on actual number of meal days, not exceeding 9 months/school year).

The estimated budget for implementing the policy of supporting boarding meals for 100% of primary school students in the 2025-2026 school year is about 3,063 billion VND.

The number of students supported is about 768,000 students (public about 707,727 students; private about 60,273 students). The support funding source comes from the state budget according to decentralization.

Previously, at a meeting with voters in the three districts of Hai Ba Trung, Ba Dinh, and Dong Da before the 9th session of the 15th National Assembly on the morning of April 17, General Secretary To Lam suggested that Hanoi should consider providing free lunch for students.

General Secretary To Lam said that Hanoi needs to continue to pay close attention to ensuring the quality of teaching and learning, creating conditions for children to study and develop comprehensively.

According to the General Secretary, the Ministry of Education and Training is researching teaching two sessions per day for primary and secondary school students in the spirit of not increasing academic pressure for students and not giving extra teaching and learning in a distorted form.

For this policy to be effective, the General Secretary said that Hanoi needs to have a policy to support free school lunches for students.

"I find this very concerning. In Hanoi, there are currently about 1.4 million primary and secondary school students. If we could organize lunch at school, it would be much better. Parents wouldn't have to rush to pick up their children and take them to school, which is very difficult.

I roughly calculate that each child's lunch costs 30,000 VND. You guys calculate, if possible, apply it from September this year, I suggest" - the General Secretary suggested.
