On July 21, the Hanoi People's Committee issued a document on promoting the reception and settlement of online administrative procedures on the public service system.
Accordingly, the City People's Committee requires the People's Committees of communes and wards to organize the reception of at least 60% of administrative procedure records online, of which at least 20% are carried out in a full-process manner; complete the above target before July 30, 2025.
Along with that, ensure that 100% of administrative procedure settlement results are paid in advance or on time as prescribed and electronic copies are issued to organizations and individuals as prescribed in Clause 1, Article 22 of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government regulating the implementation of administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal.
For units that do not have a bank account to pay fees and charges during the administrative procedure settlement process: urgently coordinate with Vietnam Prosperity Joint Stock Commercial Bank ( VPBank ) to complete opening an account by July 21, 2025.
The city requires communes and wards to proactively carry out procedures for selecting units providing electronic invoices and receipts, and coordinate technical connections with the city's administrative procedure settlement information system; to be completed before July 23, 2025. Officially issue electronic invoices and receipts to serve people and businesses from July 28, 2025.
For departments, branches, and sectors, the city leaders are requested to fully develop internal procedures and electronic procedures for administrative procedures that have been announced according to assigned fields; coordinate with the Public Administration Service Center to perform technical configuration and test electronic procedures on the City's Administrative Procedure Information System; to be completed by July 25, 2025.
In addition, the City People's Committee assigned the Public Administration Service Center to receive at least 80% of the records online, of which at least 20% of the records are implemented in a full-process manner, completing the target before July 30, 2025; monitor the implementation rate by day and by field to promptly warn units with low rates.
Along with that, the city requested the Public Administration Service Center to arrange a permanent support force at the Public Administration Service Points of the People's Committees of communes and wards, ensuring full guidance on the process of submitting documents online, making electronic payments, looking up results, receiving electronic copies and using electronic invoices and receipts; and implementing "hand-holding and guidance" in areas that still have difficulties in accessing and operating digital platforms.
The City People's Committee requests the Party Secretary, Chairmen of the People's Committees of communes and wards; the Board of Directors of the City Public Administration Service Center; Directors of departments, branches, sectors and related units to seriously and fully implement the tasks assigned in this document on schedule. In case of failure to complete on time, they must take full responsibility before the City People's Committee./.
