Comrade Nguyen Xuan Luu stated that in 2025, the city will pay close attention to resources to address remaining "bottlenecks." Specifically, the city has decided to allocate 100 million VND to each commune to organize bidding for environmental sanitation services starting from December 1st. The city has also allocated over 9,098 billion VND for science and technology (three times the amount allocated for the entire 2021-2025 term), equivalent to 4% of the total budget expenditure; and approximately 5,000 billion VND for agriculture and environment (2,238 billion VND for recurrent expenditure and 2,800 billion VND for investment).
According to Comrade Nguyen Xuan Luu, from the beginning of 2025 until now, the city has issued 3 resolutions for the fields of agriculture and natural resources and environment. Along with the 3 resolutions already issued and 5 specific mechanisms presented at this 28th session, the city now has a total of 8 strong mechanisms, which will create conditions to promote agricultural growth in 2026 to reach 4.3%.
Regarding the issue of concern raised by delegates, such as the higher number of dissolved or temporarily suspended businesses compared to newly established ones, Comrade Nguyen Xuan Luu stated that this figure reflects two states: When the mechanism is open, many businesses are established; when regulations are tightened, the previously existing "ghost businesses"—short-term operations primarily for invoice processing—almost disappear. Therefore, the number of new businesses and those withdrawing both decrease, reflecting a process of weeding out.
"This is not good news, but it's not something to worry about either, because 'less is more, but good and effective' will lead to greater stability," Comrade Nguyen Xuan Luu expressed.
According to the Hanoi People's Committee, in the first 10 months of the year, Hanoi saw 36,518 new businesses established or resuming operations, a 10% increase compared to the number of businesses that withdrew. The main reasons for the withdrawal were weak purchasing power, rising input costs, supply chain disruptions, and stricter requirements regarding fire safety, environmental protection, and taxation.
Regarding the development of the digital economy , Comrade Nguyen Xuan Luu stated that the city is developing a Digital Economy Development Program for the period 2026-2030; simultaneously implementing a plan to promote digital technology enterprises, semiconductor industry, AI, big data, and cloud computing; and supporting small and medium-sized enterprises in digital transformation.

Regarding the land database, the Vice Chairman of the Hanoi People's Committee also affirmed that Hanoi is implementing a 90-day data cleaning campaign, having processed 3.5 million records and synchronized 2.65 million land parcels. The city's goal is to ensure that there is "not a single square meter of land without an owner or unclear origin." Once completed, the land data will help to transparently manage, resolve disputes, facilitate land clearance, and other related procedures.
Regarding the growth target for 2026, delegates paid particular attention to the GRDP growth target of 11% for the 2026-2030 period. Comrade Nguyen Xuan Luu stated that the city has high political determination to achieve this 11% growth scenario.
Regarding concerns and anxieties about resolving the five bottlenecks, Comrade Nguyen Xuan Luu stated that these are long-standing issues, and the city will focus on controlling them, preventing complications, and gradually resolving them.
