Hanoi: Remove accounts and videos instructing how to make primitive weapons and cannons on cyberspace

The Chairman of the City People's Committee requested all levels of government, departments, branches, sectors, and socio -political organizations to thoroughly grasp, deploy, and effectively implement the provisions of the Law on Management and Use of Weapons, Materials, and Support Tools, along with guiding and implementing documents within their scope and fields of responsibility, contributing to maintaining political security and ensuring social order and safety in the capital.

At the same time, improve the effectiveness of state management, promote the role of specialized agencies in the management and use of weapons, explosives, support tools and fireworks; step up the prevention of violations of the law related to weapons, explosives, support tools and fireworks.

Encourage new, creative and effective methods; resolutely and strictly handle cases of intentional violations to deter andeducate ; proactively organize peak periods, launch emulation movements to prevent, detect, combat and handle crimes and violations of the law on the management and use of weapons, explosives, support tools and fireworks.

The Chairman of the City People's Committee assigned the City Police to preside over and advise the City People's Committee to effectively organize and implement state management of weapons, explosives, support tools and fireworks; step up inspection, examination, and urging and guiding agencies and organizations equipped with and using weapons, explosives, support tools and fireworks business to strictly comply with the provisions of law in the process of management, use and business.

The City Police strengthen state management of cyber security and the postal sector regarding the purchase, sale, and transportation of weapons, explosives, support tools, and fireworks; effectively serve the work of preventing crimes and violations of the law on weapons, explosives, support tools, and fireworks in cyberspace and through postal services; coordinate with domestic and foreign service providers to request the prevention and removal of social network accounts and videos advertising, buying, selling, instructing, and manufacturing primitive weapons, support tools, and fireworks in cyberspace.

Professional departments and commune-level police organize and deploy all aspects of work; proactively grasp the situation, ensure good implementation of area management and subject management; regularly review and identify specific routes, areas, and key areas, make lists according to groups of subjects, promptly detect, investigate, and discover crimes and violations of the law on weapons, explosives, support tools, and fireworks, especially crimes that take advantage of cyberspace and postal services, promptly detect and combat law violations of a hooligan nature that cause public confusion.

During the Lunar New Year every year, the City Police mobilize the maximum force to the grassroots to grasp the situation, inspect, organize patrols, control the area, promptly arrest and strictly handle violations of weapons, explosives, supporting tools, especially firecrackers. At the same time, coordinate with the Capital Command, People's Committees of districts, towns to ensure security, order and social safety at fireworks display locations (if organized) and festival areas, historical and cultural relic sites, scenic spots during the Lunar New Year and major events in the city.

The City People's Committee also assigned the Department of Industry and Trade to preside over and advise the City People's Committee on measures and solutions to effectively manage activities related to explosives and explosive precursors; strictly control the appraisal and licensing of industrial explosives and explosive precursors for businesses using industrial explosives and explosive precursors in the city.

The People's Committees of districts, towns and cities direct their departments, branches, agencies and affiliated units and the People's Committees of wards, communes and towns in their localities to improve the effectiveness and efficiency of state management of weapons, explosives, support tools and fireworks, mobilize the strength of the entire political system, and strongly and effectively launch a movement for the entire population to hand over weapons, explosives and support tools.

Any locality that is lax in management, fails to disseminate and provide timely guidance, leading to serious violations in the management of weapons, explosives, support tools, or serious accidents related to the manufacture of fireworks; widespread use of firecrackers and fireworks, especially before, during and after Tet and major festivals, the head of that locality must be held responsible before the Chairman of the City People's Committee.
