At the 25th Session, the Hanoi People's Council passed a Resolution regulating the mechanism for supporting boarding meals for primary school students in the capital for the 2025-2026 school year (excluding foreign-investededucational institutions).
Practical benefits
From the 2025-2026 school year, the Resolution stipulates the following support levels: For primary school students studying at educational institutions in mountainous communes and in the Red River delta, the support level is 30,000 VND/student/day; for primary school students studying at the remaining schools in the city, the support level is 20,000 VND/student/day (main meal support).
In case the parents and the school agree on a higher meal allowance than the State subsidy, the difference will be collected from the student (ensuring a minimum meal allowance of VND 30,000/student/day). The support period is based on the actual number of days the student eats, not exceeding 9 months/school year. The support funding source is from the State budget according to decentralization, except for 2025, which is guaranteed by the city budget.
Ms. Trinh Chung Thuy - Principal of Nam Trung Yen Primary School, Yen Hoa Ward, said that this is a correct and practical policy of the city's leaders for students, first of all at the primary level.
A well-organized lunch will ensure that students are provided with adequate nutrition and energy for a day of study. This helps improve their physical strength, mental strength and concentration, contributing to their comprehensive development. A balanced, scientific diet at school helps limit malnutrition or overweight and obesity in children.
Supporting this policy of the city, Ms. Nguyen Thi Hien Luong - Principal of Van Canh Primary School (Son Dong Commune) emphasized that this decision shows the concern of the leaders of the Party, State and city when taking care of meals for primary school students. The support policy helps all students, regardless of family circumstances, have the opportunity to access full meals of equal quality.
Knowing that the City People's Council passed this Resolution, most parents expressed their joy and excitement. Mr. Le Dinh Son - residing in Tu Liem Ward shared: "My family has two children studying in grades 1 and 4. If implemented from September, each month we will save 800,000 VND/month on food for the children because each meal costs 30,000 VND/child. We thank the city for this good policy."
Ms. Truong Thi Mai, whose child attends Yen Thuong Primary School (Phu Dong Commune), shared that when the city supports lunch money, the number of parents registering their children to eat at school will increase, which helps families reduce their financial burden so they can go to work with peace of mind. Parents will no longer have to worry about who will pick up and drop off their children at noon to eat and drink, and take them to school in the afternoon, so it is more convenient.

Calculate carefully when implementing
Located in a mountainous area far from the center of the capital, Mr. Vo Xuan Hai - Principal of Yen Bai Primary School (Yen Bai commune) informed that in the 2024 - 2025 school year, the school has about 220/700 students registered for boarding meals, the rest mostly go home for lunch and go to class in the afternoon. Due to the difficult life of the people, the boarding meal level last school year was only 19,000 VND/student/lunch.
“It is expected that in the coming school year, the number of students registering for boarding meals at the school can reach nearly 100%. The school is ready with kitchen facilities and has arranged enough teachers and staff to serve the boarding students in 25 classes. Regarding the specific meal level, we will meet with parents to reach an agreement, and will strictly implement the city's direction,” said Mr. Vo Xuan Hai.
Ms. Chu Thi Hao - Principal of Phuong Tu Primary School (Ung Hoa Commune) said that, located in an area with an economic development not as developed as the inner city of Hanoi, the rate of parents registering their children for boarding meals in the previous school year was only about 33% of the total of more than 800 students. The children ate a boarding meal of 25,000 VND/student/lunch. The school only collected 150,000 VND/student/month for boarding care, while the city's ceiling was 235,000 VND/student/month.
The school allows a catering company to be responsible for processing and distributing meals to students, but under the supervision of the school and related departments for food safety. In the near future, when there are specific instructions from the leaders of the Hanoi Department of Education and Training as well as the local government, the school will effectively implement this policy.
Emphasizing the role of decentralization and delegation of power in implementing this Resolution of the Hanoi People's Council, Meritorious Teacher Le Thi Ha - Principal of Yen Thuong Primary School (Phu Dong Commune) said: "The city's policy is very correct and humane. However, when implementing, it is necessary to rely on specific guidelines and criteria, especially related to the fields of finance and accounting to ensure the rights of students, helping schools focus on professional teaching tasks".
From another perspective, Ms. Nguyen Thi Trang - a primary school teacher in Hanoi proposed that instead of supporting boarding meals for students in the whole city, we should focus on students who are disadvantaged, in mountainous areas, riverbanks or other special cases. This requires verification and statistics from local authorities at the commune/ward level down to the village/residential group level.
“I support the policy and the attention of the city leaders when applying this policy. In fact, some parents expressed that they do not need support for lunch money, but what they need first is for the city to continue investing funds to expand schools and build more overpasses in areas with overloaded traffic so that students can study in a safe environment,” Ms. Nguyen Thi Trang shared.
