Hanoi perfects institutions for science and technology development in conjunction with the Law on the Capital

The city will focus on completing documents serving the development of science and technology associated with the implementation of the Law on the Capital. The Hanoi People's Committee has just issued Plan No. 231/KH-UBND on completing documents serving the development of science and technology associated with the implementation of the Law on the Capital.

The plan aims to complete the system of legal documents to create a legal basis for science and technology development in accordance with the Capital Law. Accordingly, the city will focus on reviewing and completing the content of draft resolutions, ensuring full legal basis, practical basis and implementation capacity to ensure consistency with the Capital Law, the Law on Science and Technology, the Budget Law and collect opinions, receive and submit to the City People's Council in August 2025.

The City People's Committee also requested to promote propaganda work for draft resolutions in the fields of science, technology, and innovation. Accordingly, the Department of Culture and Sports shall preside over and coordinate with the media sectors and relevant units to diversify forms and profound contents, suitable for each target; coordinate with the City's Vietnam Fatherland Front Committee to organize social criticism of draft resolutions, ensuring implementation in accordance with the provisions of Decision No. 217-QD/TU of the Politburo and related guiding documents. This task must be completed before August 15, 2025.

Regarding the organization of scientific seminars to serve the process of drafting resolutions, ensuring the content is related to practical requirements and orientations for implementing the Capital Law, the City People's Committee assigned the Department of Science and Technology to preside over and organize in August 2025; the theme is "Scientific seminar on drafting resolutions to serve the development of science and technology associated with the implementation of the Capital Law"; at the same time, consult experts, institutes, and enterprises to complete 6 draft resolutions.

To do this well, the City People's Committee assigned the main responsible units including: Department of Science and Technology to preside over implementation, organize workshops, and synthesize reports. Department of Finance ensures balance, arranges funding and provides financial guidance. Hanoi High-Tech Parks and Industrial Parks Management Board proactively prepares to deploy the Innovation Center. Department of Justice reviews legality and procedures. Department of Culture and Sports widely propagates the content of the resolutions.
