On the afternoon of December 4, in her closing speech at the Hanoi Party Committee Executive Committee Conference, Hanoi Party Secretary Bui Thi Minh Hoai emphasized that the conference basically agreed with the report on the implementation of the city's socio-economic development tasks this year.
According to Ms. Hoai, 24/25 socio-economic development targets are expected to meet the plan, of which 6 targets exceed the plan; the economy maintains a good growth rate. Notably, the budget revenue in the area is estimated at 492.3 trillion VND, reaching 120.5% of the estimate, up 19.6% compared to the implementation in 2023.

In addition to the achieved results, Ms. Hoai acknowledged that the city's socio-economic situation still has many limitations, difficulties and challenges. Promoting advantages, potentials and mobilizing resources to serve socio-economic development in the locality has not yet achieved the desired results, especially in attracting businesses to invest in the fields of agriculture, high-tech industry and supporting industry.
"Traffic congestion, environmental pollution, especially air pollution, serious pollution in some inner-city rivers, and waste treatment have not been fundamentally and completely resolved," said Ms. Hoai.
Ms. Hoai said that the City Party Committee will focus highly on directing the summary of Resolution No. 18 of the 12th Party Central Committee on "Some issues on continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".
According to Ms. Hoai, it is necessary to resolutely carry out the revolution to build a truly streamlined political system that operates effectively and efficiently, meeting the requirements and tasks in the coming time.
"The City Party Executive Committee determined with the highest political determination that in December 2024 and early January 2025, the city must complete the summary and reorganization of the apparatus in accordance with the direction of the Central Committee and General Secretary To Lam. The city has concretized it with a plan to direct and guide the arrangement and streamlining of the organizational apparatus of city-level and district-level agencies, " Ms. Hoai stated, noting that this is a very difficult task because it involves the thoughts and feelings of cadres in the political system; however, due to the requirements of development in the new era, it must be resolutely implemented.
The Secretary of the Hanoi Party Committee emphasized that the city needs to focus on directing drastic measures and solutions to thoroughly and effectively overcome and create positive changes in handling environmental pollution issues, waste, wastewater, waste treatment, air pollution control, activities that generate emissions; water supply, drainage, flood prevention; operation of waste-to-energy plants; overcoming traffic congestion to build a green, clean, civilized and modern capital.
Regarding the preparation for the Party Congress, the Secretary of the Hanoi Party Committee noted the urgent need to complete documents, including updating the viewpoints and guiding thoughts of the Party and General Secretary To Lam on the aspirations and goals of national prosperity during the period when the country enters a new era of development, an era of national growth.
" Resolutely handle the source of pollution, revive rivers, especially To Lich River, which must be treated early, synchronously and effectively; ensure that rivers in the inner city are "clean and bright" , the Secretary of the Hanoi Party Committee affirmed.
The head of the Hanoi Party Committee also emphasized the need to effectively implement the work of preventing corruption, waste, and negativity, especially in the areas of budget spending, land management, etc. Continue to focus on identifying and reviewing non-budget capital projects using land that are slow to implement, have not been implemented for many years, and unfinished land recovery projects that cause waste in order to find solutions to free up resources, and resolutely recover projects that are not feasible.
It is necessary to arrange and organize nearly 2,500 cadres and civil servants.
According to Head of the Hanoi Party Committee's Organization Committee Vu Duc Bao, regarding the plan to arrange and streamline the organization and apparatus of the political system, Hanoi needs to arrange and reorganize nearly 2,500 cadres and civil servants. Of these, there are 58 cadres under the management of the Standing Committee of the City Party Committee (including 2 members of the Standing Committee of the City Party Committee, 8 members of the City Party Committee, 4 department directors and equivalent, 37 deputy department directors and equivalent, 7 standing members of the Party Committees of the blocs); 434 department-level cadres (155 department heads, 279 deputy department heads and equivalent).
