Hanoi diverts traffic to heavily flooded areas after storm No. 5

On August 27, to ensure traffic safety at flooded areas on roads in An Khanh and Quoc Oai communes (Hanoi), the Hanoi Department of Construction issued a notice guiding traffic flow.

Specifically, in Quoc Oai commune, flooded locations that do not ensure safe traffic for vehicles on Highway 421B (old 81) include: at Km11+300 and Km6+700, Bridge 72II on Highway 423 (old 72) is deeply flooded.

The Department of Construction proposed to organize propaganda for people in the area to understand the traffic flow adjustment plan to avoid flooding.

Accordingly, vehicles needing to travel through the above area travel in the following direction: At Km6+700 DT.421B (Quoc Oai commune) move through Thach Than → Cau Van Quang → Nghia Huong → At the intersection, turn left to Hanoi and turn right to Xuan Mai, vehicles moving from Xuan Mai → Quoc Oai → Dai Lo Thang Long.

At Km17+00 DT.421B move towards Xuan Mai following National Highway 6 → Ho Chi Minh trail → Dai Lo Thang Long → Quoc Oai.

In An Khanh commune, Bridge 72II, Road 423 (old 72), vehicles traveling on Road 423 (old 72) cross Bridge 72II to Hoai Duc, Ha Dong → Km9+200 turn onto Road 419 to Chuc Son or Thang Long Boulevard; vehicles from Ha Dong, Hoai Duc cross Bridge 72II to Quoc Oai to km 8+100 Road 423 (Van Con commune post office ) turn right onto Thang Long Boulevard to Quoc Oai.

Yen So Bridge on Highway 422 from Quoc Oai Commune to Son Dong Commune is currently flooded 1m deep. The traffic diversion plan is as follows: Direction 1, Ly Phuc Man Street at the intersection with Highway 422 (km12+800) to Phung Town → to km25 of National Highway 32 → turn left and follow the district road to Km2+000 of Highway 421 (dyke road). Direction 2, Ly Phuc Man Street to Thang Long Avenue at Km11+600 → to Km15+700 turn right onto Highway 421.

To avoid traffic congestion and unsafe traffic, the Hanoi Department of Construction requests the People's Committees of An Khanh and Quoc Oai communes to arrange for functional forces to be on duty, coordinate with relevant units to regulate and guide traffic flow at flooded locations according to the traffic flow organization plan of the Department of Construction; at the same time, organize propaganda for local people in the area to grasp the traffic flow adjustment plan.

The Hanoi Department of Construction also requested the Traffic Police Department, Hanoi City Police to direct its affiliated agencies and units to coordinate with the Department of Construction to guide traffic flow and traffic regulation for vehicles participating in traffic at flooded locations according to the Department of Construction's traffic flow and organization plan and in accordance with the flood and inundation situation in the above area.

The Traffic Infrastructure Maintenance Board develops plans and directs road management units to arrange human resources, materials, and equipment in coordinating traffic flow and ensuring traffic safety at flooded areas according to the plan of the Department of Construction; organizes the implementation of overcoming incidents and damage to road infrastructure caused by floods on roads under its management authority...
