Hanoi is determined to begin construction of the Tu Lien Bridge on May 19th.

On March 5th, the Hanoi People's Committee Office issued a notice summarizing the conclusions and directives of Chairman Tran Sy Thanh at a meeting to hear reports on the implementation plan for three investment projects: the construction of Tu Lien Bridge and approach roads at both ends (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); the construction of Tran Hung Dao Bridge; and the construction of Ngoc Hoi Bridge and approach roads at both ends, along with other matters.

Construction of the Tu Lien Bridge commenced on May 19th, followed by the construction of the Tran Hung Dao Bridge.

Previously, on February 27, 2025, at the headquarters of the People's Committee of Ho Chi Minh City, Chairman Tran Sy Thanh chaired a meeting to hear reports on the implementation plan for three investment projects: Construction of Tu Lien Bridge and approach roads at both ends (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge; and construction of Ngoc Hoi Bridge and approach roads at both ends.

After hearing reports from the Department of Transportation, the Project Management Board for Investment and Construction of Transportation Works of Ho Chi Minh City, opinions from city departments and agencies and participating units, and the opinions of Vice Chairman of the People's Committee of Ho Chi Minh City Duong Duc Tuan, Chairman of the People's Committee of Ho Chi Minh City Tran Sy Thanh concluded and directed as follows:

Following the directives of the General Secretary , the country is entering a new era, the "era of progress"; the city has set a target of over 8% GRDP growth in 2025. Therefore, to achieve this goal, all city departments, agencies, localities, and civil servants need to change their mindset, working methods, and improve the efficiency of handling and resolving tasks to meet the requirements of the new situation.

Regarding the timing of the commencement of investment projects: for the investment projects to build the Tu Lien Bridge and approach roads at both ends (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); and the Tran Hung Dao Bridge: the city leaders are determined to commence the construction of the Tu Lien Bridge and approach roads on May 19, 2025, and then continue with the commencement of the Tran Hung Dao Bridge. The Department of Transport (newly established Department of Construction) is assigned to lead and coordinate with relevant units to finalize the detailed plan to ensure progress.

Regarding the route options and locations of investment projects: The City requests the Department of Planning and Architecture, the Hanoi Institute of Construction Planning, and the City's Investment Project Management Board for Transportation Construction to urgently coordinate with the People's Committees of the relevant districts and counties to implement the directives of the City People's Committee in Document No. 2097/VP-ĐT dated February 25, 2025 and Document No. 4376/UBND-ĐT dated December 26, 2024.

Regarding the selection of contractors for the consulting packages for the investment projects: construction of Tu Lien Bridge and approach roads at both ends (section from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge: the Department of Transport (new Department of Construction) is assigned to lead, together with the Department of Planning and Investment (new Department of Finance), and the Ho Chi Minh City Investment and Construction Project Management Board, to research and apply newly enacted legal regulations to implement the direct awarding of consulting service contracts, shortening the implementation time. If necessary, report to the City People's Committee for consideration and direction to report to the competent authority when implementing the project.

The Hanoi People's Council will decide on the investment policy for the Ngoc Hoi Bridge construction project at the March 2025 meeting.

Regarding the Ngoc Hoi Bridge and approach road construction project: the Department of Planning and Investment (new Department of Finance), the Department of Transport (new Department of Construction), and the City's Investment and Construction Project Management Board are instructed to urgently coordinate with relevant units under the Ministry of Finance as directed by the City People's Committee in Document No. 1935/VP-ĐT dated February 21, 2025, and with relevant units of the Hung Yen Provincial People's Committee to complete the necessary documents (if needed). Based on this, the Department of Planning and Investment (new Department of Finance) is tasked with advising and closely monitoring the content to determine central government public investment support for this project. If necessary, they should propose and report to the City People's Committee, which will then submit a supplementary report to the Ministry of Finance (new) and the Prime Minister.

After the Prime Minister approved the Hanoi People's Committee as the managing agency for the investment project and determined the central government's public investment support for the project, the Department of Planning and Investment (the new Department of Finance) was assigned to lead and advise the Hanoi People's Committee on procedures according to the working regulations of the City Party Committee and submit the investment policy to the Hanoi People's Council for decision at the March 2025 session of the Hanoi People's Council.

Regarding land clearance and resettlement for investment projects: the People's Committee of Dong Anh District is directed to urgently allocate cleared land at convenient locations to invest in a resettlement area project to serve the land clearance for two investment projects: the construction of Tu Lien Bridge and the access roads at both ends of the bridge (from the intersection with Nghi Tam Road to the intersection with Truong Sa Road); the construction of Tran Hung Dao Bridge, the construction of Ngoc Hoi Bridge, and other important investment projects of the city.

The Department of Construction is tasked with coordinating with the districts of Hai Ba Trung, Hoan Kiem, Tay Ho, Long Bien, and Hoang Mai to allocate resettlement housing (apartments) for cases that do not qualify for resettlement with land.

The People's Committees of districts and counties (as the investors of the land clearance component projects): when carrying out land acquisition and clearance for households within the project area, the districts and counties shall consider and resolve compensation and support policies to the maximum extent stipulated by law; develop a specific and detailed implementation plan and prepare the necessary work to implement land clearance as quickly as possible.

The leaders of the Ho Chi Minh City People's Committee hold weekly meetings to review the progress of the project.

The Department of Natural Resources and Environment (formerly the Department of Agriculture and Environment) is tasked with leading the research and advising the City People's Committee on the establishment of a working group to advise and propose solutions to the City People's Committee regarding policies and regulations in land clearance, in order to promptly address difficulties and accelerate the progress of important and key investment projects of the city.

Regarding the handling of dossiers related to investment projects (construction of Tu Lien Bridge and approach roads at both ends (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge; construction of Ngoc Hoi Bridge and approach roads at both ends): city departments and agencies, and local authorities are required to thoroughly understand, direct, implement, and resolve these matters immediately, without delay (prioritizing the "green lane").

In addition, Vice Chairman of the Hanoi People's Committee Duong Duc Tuan is assigned to direct and hold weekly Thursday progress review meetings on the following projects: 3 bridge construction investment projects (construction of Tu Lien Bridge and approach roads at both ends (from the intersection with Nghi Tam Street to the intersection with Truong Sa Street); construction of Tran Hung Dao Bridge; construction of Ngoc Hoi Bridge and approach roads at both ends) and other projects requiring urgent and decisive implementation (Investment project for the construction of Ring Road 4 - Capital Region; renovation of the area east of Hoan Kiem Lake; traffic projects in the West Lake area; beautification of the area on both sides of To Lich River).

The Chairman of the People's Committee of Ho Chi Minh City will chair a meeting on these projects every two weeks.
