(Chinhphu.vn) - On September 4, the Hanoi Department of Construction assigned the Department of Traffic Infrastructure Management to review and propose solutions to immediately relocate parking lots out of the protection area of ​​road infrastructure (if any) before October 30, 2025.

After the fire of 500 motorbikes under Vinh Tuy bridge, Hanoi Department of Construction has just issued a document implementing Directive 06/CT-BXD of the Ministry of Construction , requesting to review and strictly handle violations in the management of road safety corridors, and at the same time eliminate all parking lots under the bridge.

Accordingly, the Traffic Infrastructure Maintenance Board will coordinate with road management and maintenance contractors and relevant agencies to conduct a general review of the use of road safety corridors.

Units must ensure that they do not use roadsides and sidewalks contrary to the provisions of Article 21 of Decree 165 of the Government and Article 77 of the Law on Road Traffic Order and Safety; coordinate with the City Police, People's Committees of communes and wards to promptly handle cases of encroachment and illegal use of road safety corridors and road land.

In case of violations that threaten the safety of the construction, the responsible person will be held responsible. At the same time, it is necessary to ensure that no fire or explosion related to road infrastructure occurs, and report the results of the review to the Department of Construction before September 15.

In addition, the patrol force will coordinate with the Traffic Police, Public Order Police and Fire Police to inspect and strictly handle violations, especially the use of underpasses as illegal parking lots.

The Department of Traffic Infrastructure Management is assigned to review and immediately relocate parking lots within the protection area of ​​road infrastructure before October 30.

At the same time, the unit will review the list of roads and streets that are eligible to allow temporary use of the roadway for vehicle parking, and advise the City People's Committee to make adjustments in September 2025.

The Finance and Investment Department will study and propose investment in the construction of a parking lot system that meets the planning standards, meeting the static traffic needs of the capital. The plan will be submitted to the City People's Committee for consideration of medium-term capital allocation and included in the annual investment call list.

Previously, on August 30, a fire broke out under Vinh Tuy Bridge, destroying hundreds of motorbikes. Immediately after the incident, the Ministry of Construction issued a directive requiring the Chairmen of the People's Committees of provinces and cities to relocate vehicle parking facilities out of the road infrastructure protection area before October 30.
