Many units have not opened accounts yet: Treasury coordinates to handle the matter thoroughly, pay salaries before September 15

(Chinhphu.vn) - Faced with the situation that hundreds of commune-level units have not opened accounts and paid salaries, the State Treasury has issued an urgent dispatch, requesting the entire system to coordinate to thoroughly handle and complete payments before September 15, 2025 to ensure the rights of grassroots cadres.

The State Treasury requires the entire system to coordinate and resolve the issue completely, finalizing payments before September 15, 2025, to ensure the rights of grassroots officials are protected.

On September 10, 2025, the State Treasury issued Official Dispatch No. 12/CĐ-KBNN, requesting the Directors of the State Treasury in each region to urgently direct their subordinate units to coordinate with communes to ensure that 100% of units complete account opening and salary payment before September 15, 2025.

According to statistics, as of September 9th, 55,965 commune-level units nationwide were expected to transact with the State Treasury. However, 475 units (0.85%) had not yet opened accounts and 1,225 units had not yet disbursed salaries (2.33%). This situation necessitates decisive, coordinated, and timely solutions.

The directive was issued immediately after the meeting of the Standing Committee of the Party Committee of the Ministry of Finance . Its main objective is to resolve difficulties related to the reorganization of the administrative apparatus and units, while ensuring the rights of grassroots officials in the operation of the two-tiered local government model.

To resolve the issue completely, the State Treasury requires: Departments and transaction offices must coordinate directly with the communes to ensure progress. For units that have not yet been allocated budget or do not have an account holder or chief accountant, the regional State Treasury needs to coordinate with the Department of Finance and report to the Provincial People's Committee to find solutions.

In addition, regional units must regularly and promptly report on the status of account opening and salary disbursement in accordance with Official Letter No. 9156/KBNN-CSPC dated August 5, 2025, for compilation and submission to the Ministry of Finance.

The issuance of this directive clearly demonstrates the State Treasury's determination to ensure progress and transparency, while upholding the legitimate rights of officials and employees at the local level. This is also an important step towards improving the efficiency of public financial management and contributing to the successful implementation of the two-tiered local government model.

Earlier, Minister of Finance Nguyen Van Thang – Secretary of the Party Committee of the Ministry of Finance – chaired the September 2025 thematic meeting of the Standing Committee of the Party Committee of the Ministry of Finance, which focused on evaluating the implementation and operation of the two-tiered local government model.

Regarding finances, as of September 5, 2025, more than 55,000 commune-level units have opened accounts at the State Treasury (reaching 99.01%). However, nearly 1,800 units have yet to disburse August 2025 salaries, mainly due to delays in completing procedures. The Ministry of Finance has also submitted a proposal to the Government to provide 3,119 billion VND in support to 27 localities to ensure infrastructure after administrative unit reorganization.

"The biggest challenge currently lies in the implementation process and the capacity of local officials. The Ministry of Finance will continue to review and improve the institutional framework, strengthen financial support, infrastructure, and staff training, while closely coordinating with localities to promptly resolve obstacles and ensure the effective operation of the two-tiered local government model," Minister Nguyen Van Thang emphasized.
