On the afternoon of September 10, Prime Minister Pham Minh Chinh , Head of the State Steering Committee for important national projects and works, key to the transport sector, chaired the 20th meeting of the Steering Committee.
The meeting was held in person and online between the Government Headquarters and 27 provinces and centrally-run cities with important national projects and key transport sector works and projects in the area.
Reporting to the Prime Minister on expressway projects planned to be completed by 2025 to achieve the goal of having 3,000 km of expressways nationwide, Minister of Construction Tran Hong Minh said that so far the country has had 2,476 km of expressways (an increase of 208 km compared to the inauguration on April 19, 2025).
Sticking to schedule, completing 733 km of highway
"The Ministry of Construction and localities are making efforts to implement the remaining 733 km of 22 projects. Of which, the Ministry of Construction is the managing agency of 11 projects/component projects with a total length of 444 km, all ensuring progress, closely following the completion plan by the end of 2025," the Minister informed.
With 11 projects managed by local authorities, the length is 289 km. Of which, 5/11 projects are following the set plan, the remaining 6 projects with a length of about 158 km are still behind schedule (DATP 3, DATP 5 Ho Chi Minh City Ring Road 3, DATP 1 Bien Hoa - Vung Tau, Tuyen Quang - Ha Giang expressway, DATP 1 An Huu - Cao Lanh).
The Huu Nghi - Chi Lang and Dong Dang - Tra Linh projects are expected to be open to traffic by the end of 2025, but the large remaining volume is at risk of not meeting the plan.
Regarding the completion of 9 road tunnels on the North-South expressway in the East, the Ministry of Construction has completed the investment procedures for 6 tunnels on the North-South expressway in the 2021-2025 period and plans to implement them in the form of adding them to the corresponding contracts. For the remaining 3 tunnels on the North-South expressway in the 2017-2020 period, the Ministry of Construction will minimize the investment implementation time and select contractors to start construction by the end of 2025.
Construction as it progresses
Minister Tran Hong Minh said that localities are actively implementing the Feasibility Study Report to submit to competent authorities for approval such as: Cam Lo - Lao Bao Project; Vinh - Thanh Thuy Expressway; Bac Kan - Cao Bang Expressway, Quang Ngai - Kon Tum.
To speed up the implementation of key projects, the Prime Minister has added 15 projects to the list of key projects under the Steering Committee, bringing the total number of projects to 120 projects/component projects (DATP) including :
Cho Moi - Bac Kan; Bac Kan - Cao Bang; Hoa Binh - Moc Chau Expressway (Km0 - Km19); Vinh - Thanh Thuy; Cam Lo - Lao Bao; Quang Ngai - Kon Tum; Quy Nhon - Pleiku; Ca Mau - Dat Mui; Expressway expansion projects: Hoa Lac - Hoa Binh, Ho Chi Minh City - Trung Luong - My Thuan, North - South Eastern route under the public-private partnership method; Investment project to build a route connecting Gia Binh airport to Hanoi capital; Project of connecting road to Hon Khoai port; Hon Khoai dual-use general port project; Project to expand and upgrade Ca Mau airport.
Hanoi city, Bac Ninh province, Gia Lai are implementing the feasibility study report for the Gia Binh airport connecting road project and the Quy Nhon - Pleiku project. The Ministry of Construction and Phu Tho province are organizing appraisal to approve the Hoa Lac - Hoa Binh project, expanding the Ho Chi Minh City - Trung Luong - My Thuan expressway.
Regarding investment implementation, newly started projects are being implemented by localities with site clearance (GPMB) according to the principle of simultaneous construction, construction is organized as soon as the site is available, such as the Hoa Binh - Moc Chau project (section through Phu Tho) reaching 90%, Ninh Binh - Hai Phong PPP project reaching 87%, Cho Moi - Bac Kan reaching 84%.
Other projects are also being implemented by investors and contractors who are making efforts to closely follow the set plan.
Long Thanh International Airport will be completed in 2025
For the Long Thanh International Airport project, component projects (DATP) 1 (Headquarters of management agencies) and DATP 2 (Aircraft management facilities) are being implemented in line with the completion plan before December 31, 2025.
DATP 3 (Essential Works) has completed a volume of about 40,316 billion VND, reaching 50.73%. Passenger Terminal Package 5.10 has completed the installation of steel structures at the terminal wings and central area; the volume value has reached 53.7%.
DATP 4 (Other projects) currently has 5/6 priority investment items implemented, and for 1 item of ground technical commercial service project No. 1, the EPC contractor is implementing the construction drawing design documents.
"Investors are all committed to basically completing the workload of Long Thanh airport before December 19, 2025," said Minister Tran Hong Minh.
To implement projects as planned, the Ministry of Construction recommends that the Prime Minister direct ministries, branches and localities to continue reviewing the organizational structure, especially the agencies and units assigned to carry out site clearance work, not allowing the implementation of two-level government to interrupt site clearance work, affecting the progress of construction and disbursement of projects.
The ministries and localities assigned as competent authorities shall continue to direct investors and contractors to develop reasonable and scientific construction plans; increase human resources, machinery and equipment; overcome adverse weather conditions during the rainy season to speed up construction progress; promptly conduct acceptance and payment to ensure completion of public investment disbursement according to the set plan, especially in the last months of 2025.
Investors and contractors proactively take measures to prevent storms and rain, ensuring absolute safety for people and construction machinery, especially projects in the mountainous regions of the North and Central regions.
On the side of the Ministry of Construction, the Minister said that the Ministry will speed up the completion of investment procedures, shorten the time to carry out the steps to start the completion of the remaining 3 tunnels on the North-South expressway in the Eastern phase of 2017-2020 on December 19, 2025.
Continue to direct investors and contractors to organize construction in 3 shifts and 4 teams to speed up the construction progress of the remaining DATPs of the North-South Expressway in the 2021-2025 period, DATP 2 Bien Hoa - Vung Tau, ensuring completion in 2025; urge investors to resolutely implement the Dau Giay - Tan Phu project right from the first phase; speed up the construction progress of the Cho Moi - Bac Kan project, Ho Chi Minh road and DATP 2 Khanh Hoa - Buon Ma Thuot.
"The Ministry of Construction will coordinate with ministries, branches and localities to organize groundbreaking and inauguration ceremonies for projects nationwide on December 19, 2025. At the same time, it will strengthen monitoring of the implementation of projects managed by localities, promptly advise the Prime Minister on direction and management, and meet the set schedule, especially for projects planned to be completed in 2025," said the Minister.
