At the time of inspection of Hong Luyen restaurant (business household Nguyen Thi Hong Luyen) at address 33, lane 50 Dang Thai Mai street, Quang An ward, Tay Ho district, the physical conditions, equipment and tools at the facility were arranged neatly and cleanly. Regarding food preservation, the facility also had closed cabinets to display food, performed 3-step food inspection and stored food samples according to regulations.
However, the facility still has some shortcomings such as not presenting food safety training certificates for two workers and some documents proving the origin of the food. Rapid test of starch for dishes 15/20 passed, borax (fresh noodles) passed.
The inspection team requested the facility to supplement missing documents and maintain strict implementation of food safety conditions according to regulations.
Head of the Hanoi Food Safety and Hygiene Department Dang Thanh Phong requested that local inspection teams, in addition to scheduled inspections, should increase surprise inspections to promptly detect food service establishments that violate food safety regulations. In particular, the teams must not be lenient with violations. If violations are discovered, the teams are requested to handle them strictly, and may even suspend the operation of the establishment.
Head of the Tay Ho District Health Department, Tham Ngoc Trung, said that there are currently about 27 food service establishments serving around Tay Ho Palace. Recently, the district and ward's interdisciplinary inspection team has fined three establishments VND12 million (VND4 million each). Currently, the district is preparing documents to handle two more establishments with VND16 million (VND4 million each).
The main violations are in the hygiene stage. These are the issues of external hygiene, hygiene in the processing stage, especially the issue of food sample storage and 3-step food inspection. The district also noted the important step in the inspection is the origin of the ingredients for cakes such as shrimp cakes, tapioca cakes, etc.
Through inspection, the food service establishments serving around Tay Ho Palace have shown positive changes. Previously, although the establishments had been trained, instructed and informed about issues related to food safety, when the interdisciplinary team inspected, some establishments were still punished.
During the inspection, the delegation observed that restaurant staff all wore masks and gloves when preparing food. At the establishments, there were glass cabinets displaying cakes and food. The delegation also noted that in hot weather, establishments need to keep food safe in the refrigerator, prepare food for the day, and display it as it is eaten,” the Head of the Tay Ho District Health Department stated.
Through inspection of establishments at festivals in general and other places in particular, most importantly, establishments need to pay attention to the origin of food, origin records, food preservation, and three-step food inspection records (from records of input origin of raw materials, processing, and sample storage) to protect their own establishments and the people if any problems occur.
The festive season is not only a time for people and tourists to enjoy the joys but also an opportunity for food service businesses to thrive.
However, food business in festival areas is often seasonal, with many establishments and individual businesses lacking professionalism and failing to meet food safety and hygiene requirements. This poses great risks to public health.

According to the provisions of the Food Safety Law and guiding decrees, food service establishments must comply with a number of basic conditions to ensure food safety such as physical conditions: The business location must have a suitable area, ensuring a safe distance from the source of pollution. The establishment must have a clean water source that meets technical standards for food processing.
Equipment: Appropriate equipment must be available to process, store and transport food without causing contamination. Utensils must be cleaned regularly and have equipment to prevent and control insects and harmful animals.
Staff: Food handlers must be trained in food safety and in good health, free of infectious diseases.
Processing ingredients: Food ingredients must have clear origin and be inspected for veterinary hygiene and plant quarantine before use.
When food service establishments or individuals violate food safety and hygiene regulations, penalties will be applied depending on the severity of the violation.
Specifically, a fine of VND 1,000,000 to VND 3,000,000 will be imposed for the following acts: Displaying and storing food on unsanitary utensils and materials. Lack of separate food processing and preservation tools for fresh food and processed food. Invasion of insects and harmful animals into the processing area.
Fines from VND 3,000,000 to VND 5,000,000 for the following acts: Not implementing or not implementing correctly the regulations on three-step verification.
Failure to comply or improper compliance with food sample storage regulations. Use of unsanitary means of transport and preservation of food, causing food contamination. Unsanitary processing areas such as stagnant drainage systems and lack of proper waste collection equipment.
The fine is stipulated in Decree No. 115/2018/ND-CP and amended and supplemented in Decree No. 124/2021/ND-CP. In particular, for violating organizations, the fine will be double the fine for individuals.
According to the leader of the Food Safety Department, Ministry of Health , to overcome food safety violations in festival areas, business establishments need to pay special attention to complying with legal regulations.
In addition to investing in facilities and equipment, establishments need to raise awareness of the importance of ensuring food safety, thereby improving service quality and avoiding risks to consumer health.
Authorities also need to strengthen inspection, examination and strictly handle violations to protect consumer rights and raise awareness of business establishments. In addition, propaganda and training on food safety for business owners and employees are also very important in improving food hygiene quality at festival areas.
