On the morning of July 9, at the question and answer session at the twenty-fifth meeting, Vice Chairman of the Hanoi People's Committee Vu Thu Ha clarified the content that Hanoi People's Council delegates were concerned about regarding food safety.

More than 80 thousand food production and trading establishments
On behalf of the leaders of Hanoi city, Vice Chairman of the City People's Committee Vu Thu Ha said that the City People's Council's choice of the topic of questioning on food safety demonstrated the responsibility and high determination of the entire political system, voters and people of the capital in ensuring food safety in the area.
At the question and answer session, the City People's Committee received 16 opinions, with 8 groups of issues that delegates were concerned about regarding food safety work in the city.
On behalf of the City People's Committee, Comrade Vu Thu Ha fully accepted the opinions raised at the question and answer session. Among them, 3 Department Directors, 2 Branch Directors and 2 Vice Chairmen of the City People's Committee directly answered and explained at the meeting hall.
“For issues that have not been discussed, the City People's Committee will direct and request relevant units to respond in writing and send them to the City People's Council delegates as soon as possible,” emphasized comrade Vu Thu Ha.
Responding to clarifying the issues of concern to delegates, the Vice Chairman of the City People's Committee said that Hanoi currently has a very large number of food production and trading establishments, about 80,000 establishments of various types and related to 3 fields: Health, agriculture - environment, and industry and trade management.
Emphasizing the importance of food safety work in the city in recent times, comrade Vu Thu Ha said that the city has issued directives, decisions, regulations... to strengthen the leadership and direction of Party committees at all levels on the issue of ensuring security and food safety in the new situation. At the same time, the City Food Safety Steering Committee has been strengthened with the Chairman of the City People's Committee as the Head of the Committee, along with the Vice Chairmen of the City People's Committee as Deputy Heads of the Steering Committee in charge of the fields of health and industry and trade.
Along with communication to raise awareness of food safety issues, the city has publicized on mass media establishments violating food safety and hygiene, many of which have had to cease operations. At the same time, the city has honored and rewarded many establishments that have done well in this content; paying special attention to regular and continuous inspection and examination of food safety and hygiene.
“Recently, the city has established nearly a thousand inspection teams at all levels to check food safety throughout the city. The amount of fines in the period from 2023 to present is more than 52 billion VND. In the first 5 months of this year alone, the amount of fines was about 10 billion VND,” said Ms. Vu Thu Ha; at the same time, she said that in the recent period, the city has prosecuted 11 cases with 21 defendants.
The Vice Chairman of the City People's Committee affirmed that with the participation of the entire city's political system, the work of ensuring food hygiene and safety has had a clear change. The awareness of organizations and individuals in production and business has also been improved and no major food poisoning cases have occurred.

Strictly check food from provinces to Hanoi
However, through the report broadcast at the question and answer session as well as the opinions of the People's Council delegates, Vice Chairman of the City People's Committee Vu Thu Ha said that in the coming time, the city will continue to review and propose models and management work to meet current practical requirements.
At the same time, the city promotes clear and specific decentralization according to the two-level local government model. In particular, it arranges enough and ensures the capacity of officials to meet the requirements; promotes the role and responsibility of grassroots authorities, the Fatherland Front, and organizations in coordinating food safety management work at the local level.
The city continues to innovate and diversify propaganda and communication on food safety suitable for each target group; raise awareness of food consumers; responsibility of food producers and traders towards the health of the community. At the same time, strengthen inspection, post-inspection, and inter-sectoral coordination to resolutely handle violations in food production and trading.
In particular, strictly inspect food from the provinces to Hanoi; at the same time, there are coordination mechanisms to ensure food safety. Along with that, the city will deploy information applications, digital transformation, and have instructions for businesses to ensure food safety and hygiene so that people know and use. Besides, it is recommended that addresses that do not meet the requirements are known to people.
In the long term, the city continues to propose that the Government and ministries issue amendments and supplements to the system of legal documents related to food safety to meet implementation requirements.
Implementing the direction of the Central and City Party Committees, the city is currently piloting a model of boarding meals for students in Hanoi, in the direction of organizing ready-made meals in order to control the entire process and reduce intermediaries.
Specifically, the city strictly controls input materials when supplying the food chain; processing procedures as well as building menus that ensure nutrition and are age-appropriate... to be implemented from the 2025-2026 school year. In phase 2, the city will pilot the organization of ready-to-eat meals at hospitals.

In the coming time, the city will also pilot a model of a food commercial area according to regional standards, under control. At the same time, it will build a controlled street with standards and criteria issued by the city to ensure controlled street food.
“The implementation of the new model will impact target groups in the city. Therefore, we hope that every citizen of the capital will cooperate and join hands to ensure food safety throughout the city. In particular, every citizen is a smart consumer, choosing foods with clear origins, resolutely boycotting dirty foods, fake goods, counterfeit goods, and poor quality goods,” Vice Chairman of the City People's Committee Vu Thu Ha emphasized.
