Accordingly, to ensure the progress of the time for granting and exchanging driving licenses according to the old driving license class and granting and exchanging driving licenses according to the new driving license class, the Hanoi Department of Transport requests the People's Committees of authorized districts, towns and cities to direct the "One-stop" department to stop receiving administrative procedures for granting and exchanging driving licenses from 11:00 a.m. on December 31, 2024.

At the same time, complete the documents, synchronize data and proactively transfer all documents received by 11:00 a.m. on December 31, 2024 to the Department of Transport (Vehicle and Driver Management Department) before 2:00 p.m. on December 31, 2024.

Review technical infrastructure conditions, arrange staff to coordinate with the Department of Transport to deploy installation and update the software of the Office of Registration for issuance and renewal of new driving licenses according to Circular 35 of the Ministry of Transport , send staff to participate in training and update professional skills according to the new software.

The Office of the Department of Transport directs the "One-stop" department to stop receiving administrative procedures for issuing and exchanging driving licenses from 11:00 a.m. on December 31, 2024; complete and transfer all driving license issuance and exchange dossiers to the Department of Vehicle and Driver Management before 2:00 p.m. on December 31, 2024. Deploy the installation and update of the software for the Office of Registration for Issuing and Re-issuing Driving Licenses newly revised according to Circular 35/2024/TT-BGTVT for the "One-stop" department of the Department and authorized district-level People's Committees.

The Department of Vehicle and Driver Management is responsible for arranging staff to receive updates on upgrading the driver's license management software according to Circular 35, develop a plan to organize the issuance and renewal of driving licenses for people, and digitally sign the entire list of successful candidates and the list of driver's license renewals before 5:00 p.m. on December 31, 2024 to ensure that driver's licenses are printed and returned to people according to the old driver's license classification.

Direct driving test centers to adjust the vehicle classes for testing in the form and on the road to update the vehicle classes for testing according to the provisions of Decree No. 160 of the Prime Minister regulating driver training and testing activities as well as other relevant regulations.
