According to information from the Hanoi Departmentof Education and Training, the tutoring center on Chua Lang Street, Dong Da District was required to stop operating from 12:00 on April 23.
Previously, the 24-hour news bulletin of Vietnam Television (VTV) reported that this center was tutoring nearly 500 students, all of whom came from a nearby public middle school, for a monthly fee of VND2 million.
After receiving the feedback, the Hanoi Department of Education and Training requested the Dong Da District Department of Education and Training to coordinate with the Hanoi City PA03 police force and related units to inspect.
Through inspection, the working group determined that this center was granted a business registration certificate and registered business location since 2018, and has a business location registration certificate in 2022.
The center has posted information about the form and time of organizing extra teaching and learning, has profiles of 29 teachers currently teaching and applications from about 600 students of all levels of secondary school.
The working group determined that the Center still had some shortcomings and violations such as not posting at the tutoring facility the subjects that were organized to be taught, the duration of extra teaching for each subject by grade level, the list of tutors, and the amount of tuition collected before enrolling students in the tutoring classes according to the prescribed form.
In the teaching staff's records at the center, there are 4 missing labor contracts; the labor contracts do not fully show the contents such as job position, working time...
The center has not yet presented records related to monthly fee collection, has not yet presented fire prevention and fighting records...
The Dong Da District Department of Education and Training also inspected the registration of teachers at Lang Thuong Secondary School to teach extra classes outside of school.
The inspection showed that the teachers had reported to the Principal about their request to teach extra classes outside of school (according to the form prescribed in Circular No. 29/2024/TT-BGDDT); had signed a commitment to implement Circular No. 29/2024/TT-BGDDT; and had not taught their regular students for money.
The inspection team made a record of the Center's shortcomings and violations according to regulations, and temporarily suspended the Center's operations from 12:00 on April 23.
At the same time, the inspection team also requested the Center to notify parents of students and fulfill financial obligations to parents when students stop studying to ensure students' rights.
Hanoi currently has about 15,000 centers and households registered to provide tutoring services. According to the leader of the Hanoi Department of Education and Training, the number of centers and households providing tutoring services is increasing rapidly, while there are no detailed instructions on regulations and sanctions for handling related violations, which may cause difficulties for localities in inspection and supervision, so it is recommended that the Ministry provide specific instructions soon.
