Urgent, serious
Although it was the weekend, most of the cadres, civil servants and workers in the units of the Dong Da District Party Committee and People's Committee were still busy with preparations for the July 1 event. In many departments, cadres, civil servants and public employees were not only cleaning up their belongings and arranging their offices to ensure facilities for the new working period, but were also busy with inventory and sealing equipment for handover, and arranging and preserving important documents.

At the headquarters of the Party Committee - People's Council - People's Committee - Vietnam Fatherland Front Committee of O Cho Dua Ward, newly located at the headquarters of Dong Da District People's Committee (No. 61 Hoang Cau Street), many workers are constructing the remaining items, renovating the headquarters and the public administrative service center to put it into official operation. The installation of equipment and digitization of administrative records and documents are also being carried out synchronously, with the goal of ensuring that all activities take place continuously and smoothly, meeting the requirements of serving people right from the first days of operating the new model.

Not only the inner city, the atmosphere of preparation in the suburbs of Hanoi is also very exciting. In Quoc Oai district - where many communes have merged, on many major roads of communes such as: Sai Son, Dong Yen, Hoa Thach, Tuyet Nghia, Ngoc Liep..., functional forces and local people are actively cleaning the environment, hanging flags, banners, and slogans to promote the establishment of the new commune government.

The slogans: "Merger - Innovation - Development", "Unification to become stronger - For the future of the capital and the country", "Simplified government - Better service to the people - Creating momentum for stronger development" are hung all over the streets, headquarters of agencies and units, bringing a joyful and exciting atmosphere, along with the determination to change and innovate for further development.

In particular, about 60km from the city center, Minh Chau commune (in Ba Vi district), the only island commune of the capital, although still facing difficulties in terms of facilities, infrastructure and transportation, with the spirit of solidarity and determination to overcome all challenges, the commune is now ready to put the new apparatus into operation, ensuring smoothness, transparency and efficiency.
From being confused when approaching the software system for receiving and returning results of administrative procedures according to the 2-level local government model, now after being trained and implemented in practice, civil servants are ready to serve the people.
Clear assignment of people and work
To ensure the smooth implementation of the two-level local government model in the capital, the Hanoi Party Committee and People's Committee have issued many important directives related to the arrangement of headquarters, public assets, personnel, and documents. Most recently, Chairman of the Hanoi People's Committee Tran Sy Thanh directed all relevant localities, agencies, and units of the city to complete the handover of headquarters, public assets, and documents by June 30, 2025 at the latest.
The guiding viewpoint is to avoid loss of assets, disruption of public services, and especially not to make people "go around in circles" when arranging and merging administrative units at the commune and ward levels and transferring operations to a 2-level local government model.

On the side of the Hanoi Party Committee, recently, at the preliminary review after a week of piloting the 2-level local government model, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong stated that the past 1 week of piloting has shown that the 2-level local government model is feasible, but in practice there are still many problems. Therefore, it is necessary to divide tasks into groups to solve each stage before and after July 1. In particular, the most important requirement is that the leaders of the new communes and wards must be well prepared, absolutely must not have subjective thoughts and must anticipate possible situations.
In addition, promote propaganda and mobilization so that the new cadres, civil servants and public employees have a higher sense of responsibility, make efforts, share responsibilities, and clearly assign people and tasks. If there are actual situations that are not included in the plans and estimates, they must be resolved in the field, based on the actual situation, without waiting for instructions or shirking responsibility; the output must be the result of solving for citizens and businesses, and there must not be a situation where when citizens and businesses come, there is no one to solve the problem, or there is a roundabout introduction.
"Commune and ward leaders must assign direct leaders to take responsibility for receiving and immediately resolving administrative procedures of people and businesses," emphasized Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong.

The leaders of the Hanoi Party Committee requested the Department of Science and Technology, the Department of Finance, the City Public Administration Service Center, etc. to urgently invest in and upgrade digital infrastructure and information technology for 126 new communes and wards to meet the tasks and needs of people and businesses. In addition, relevant agencies need to urgently complete the development of coordination regulations and working regulations in the entire political system, especially at the grassroots level.
