Hanoi launches campaign to guide administrative procedures, 'remove obstacles' in implementing two-level government

(PLVN) - On the morning of June 29, at the headquarters of Hanoi City Police, the Department of Administrative Management of Social Order - Ministry of Public Security, Hanoi City Police, Hanoi University of Science and Technology and Vietnam Posts and Telecommunications Group jointly organized a launching ceremony to guide the settlement of administrative procedures, remove difficulties and obstacles in the process of implementing two-level local government.

Speaking at the launching ceremony, Colonel Ngo Nhu Cuong - Deputy Director of the Department of Administrative Police for Social Order said: From July 1, 2025, the two-level local government model will officially operate according to Decision 759/QD-TTg of the Prime Minister .

Before this important moment, all levels and sectors have continuously issued many directive documents with the spirit of "no forbidden areas, no exceptions, no excuses, only results". Notably, the Official Dispatch 96/CD-TTg on completing the upgrading and development of the information system to serve the direction and administration and serve the people and businesses, ensuring smooth operations during the process of rearranging administrative units.

Colonel Ngo Nhu Cuong - Deputy Director of the Department of Administrative Police for Social Order delivered a speech to launch the launching ceremony.

According to Colonel Cuong, the launching ceremony is a practical action demonstrating the strong commitment of the youth of the four participating units, and at the same time showing Hanoi 's determination to ensure that all activities serving people and businesses will take place effectively and without interruption when transitioning to the new government model from July 1.

“Time is running out, the tasks ahead are heavy but also meaningful. Each person is not only a volunteer but also a soldier on the digital transformation front, the face of the capital in this special campaign. Let's promote the highest sense of responsibility, initiative, creativity and wholehearted support for the people,” he emphasized.

At the ceremony, 8 working groups - the core force directly implementing activities at the grassroots level were introduced. The working groups represent the spirit of "going to every alley, knocking on every door, guiding every citizen", acting as a bridge between the government and the people in handling administrative procedures, receiving feedback, and resolving difficulties and obstacles right at the grassroots level.

8 working groups include : Information Security Group: "Data security - Steady steps in transformation"; Problem Solving Group: "Removing bottlenecks - Immediate action - Sustainable effectiveness"; Electronic Identification Group: "Digital citizen - Life convenience"; Administrative Reform Group: "Streamlined procedures - Dedicated service"; Citizen Reception Group: "Listen to the people - Thoroughly resolve"; Community Communication Group: "Bringing policies closer - Implementing with the people"; Commune-level Police Group: "Sticking to the grassroots - Maintaining peace - Serving the people"; Community Working Group: "Close coordination - Quick deployment - Clear results".

These working groups will closely coordinate with local authorities in guiding, receiving and resolving administrative procedures; at the same time, record and recommend inadequacies and difficulties arising in the practical implementation of two-level government.

Immediately after that, working groups and forces participating in the launching ceremony simultaneously deployed to the capital's localities to carry out the following contents: Directly guiding administrative procedures for people; Recording and handling feedback, recommendations, difficulties and problems; Propagating and disseminating new policies at the grassroots level...
