Hanoi: Accelerating disbursement of public investment capital, urgently preparing investment in key and urgent projects

On March 26, Deputy Prime Minister Tran Hong Ha chaired a working session with the Hanoi People's Committee on urging the implementation and disbursement of the 2025 public investment plan; ensuring traffic safety and order and handling air pollution.

Reporting on the implementation of the 2025 public investment plan, Vice Chairman of the Hanoi People's Committee Nguyen Trong Dong said that the city's 2025 public investment plan assigned by the Prime Minister is VND87,130 billion, 1.13 times higher than the 2024 plan, accounting for 10.5% of the total capital of the country allocated by the National Assembly.

The city has assigned a public investment plan for 2025 of VND 87,130 billion, equal to the plan assigned by the Prime Minister , in which the central budget capital accounts for 16.5% of the total capital plan of the whole city: ODA allocation is VND 2,060 billion, domestic central budget capital is VND 12,363 billion.

The city has developed a detailed plan for progress and disbursement of each project; organized city-wide basic construction meetings; many thematic meetings; regular weekly meetings for important projects; directed the flow, shortened the time to handle administrative procedures, especially public investment procedures; "green lane" flow...

Accordingly, as of March 24, Hanoi City has disbursed more than VND5,052 billion in public investment capital, reaching 5.8% of the plan. The city has assessed, identified the problem and has specific solutions to promote the disbursement rate of projects. It is expected that the disbursement of local budget balance capital will reach 100% for the whole year.

However, disbursement of projects using central budget capital will face many difficulties. Vice Chairman of Hanoi People's Committee Nguyen Trong Dong said that the biggest obstacle in implementing the project is site clearance.

The city has 4 projects using central budget funds; 62/282 city-level projects and 31/570 district-level projects using the city budget are facing difficulties in site clearance. Some projects go through the provisions of two Land Laws with two different support policies.

In 2025, Hanoi City strives to start construction of 3 bridges across the Red River (Tu Lien, Tran Hung Dao, Ngoc Hoi bridges), of which Tu Lien bridge is expected to start construction on May 19.

To meet the above progress, the Hanoi People's Committee proposed that the Government and the National Assembly consider adjusting the Law on Bidding and related Decrees to speed up investment preparation for key and urgent projects.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that Hanoi's public investment disbursement in the first quarter of 2025 was lower than the average. In fact, Hanoi has been proactive, but this is a preparation period, from now until the end of the year is the time to disburse and accelerate.

Hanoi City commits to disbursing at the highest level, reaching over 95%. Looking at the context and issues raised in the working session, Hanoi can achieve this. Hanoi has been allocated a large amount of capital but it is still modest compared to the demand. Hanoi's difficulties in disbursing public investment capital are only immediate and temporary, and must be resolved after April. Hanoi needs to strive to disburse over 100% of the capital plan, not just over 95%.

The Deputy Prime Minister acknowledged the proposals and recommendations of the Hanoi People's Committee and noted that after the working session, the Ministry of Finance, the Ministry of Agriculture and Environment, the Ministry of Construction, and the Government Office should clarify and recommend the Government to submit to the National Assembly.

Regarding the ODA project, the Deputy Prime Minister assigned the Ministry of Finance and the Ministry of Foreign Affairs to proactively work with the French embassy and ODA management agency to soon sign the agreement.

Regarding the three major projects (Tu Lien, Tran Hung Dao and Ngoc Hoi bridges), Deputy Prime Minister Tran Hong Ha suggested that Hanoi report to the Government and the Prime Minister the reasons for early implementation, and at the same time commit to fully implementing its responsibilities, selecting capable investors and investing quality capital. The Government Office reports to the Prime Minister to include in the Government's Resolution.

Regarding the project to upgrade National Highway 21A Son Tay - Hoa Lac - Xuan Mai, the Deputy Prime Minister agreed to assign Hanoi City as the managing agency to implement the entire project.
