Hanoi changes the location for receiving administrative procedures at Branch No. 1 from June 27

The Hanoi City Public Administration Service Center has just announced a change in the location for receiving and returning administrative procedure results at Branch No. 1, following a pilot model to improve service efficiency, reduce the burden on localities and promote digital transformation.

From June 27, 2025, the counters for returning administrative procedure results in the land sector of the Ba Dinh-Hoan Kiem-Dong Da Branch and Tay Ho Branch will be moved to the 1st Floor, Branch No. 1, Lien A Building 258 Vo Chi Cong, Tay Ho Ward.

For administrative procedures under the authority of Tay Ho and Phu Thuong wards, they will be received without boundaries starting from June 27, 2025 at three locations: Branch No. 1, Lien a Building 258 Vo Chi Cong, Tay Ho Ward; Tay Ho Public Administration Service Point, No. 657 Lac Long Quan, Tay Ho Ward; Phu Thuong Public Administration Service Point, No. 58 Phu Gia, Phu Thuong Ward.

This is an implementation step according to Decree 118/2025/ND-CP and decisions and announcements of the Hanoi People's Committee and the Hanoi Party Committee to effectively implement the one-stop and inter-connected one-stop mechanism.

This pilot model not only helps ensure timely settlement of administrative procedures, but also promotes national data connectivity, increases transparency, and convenience for people and businesses in the area.

Previously, the Hanoi People's Committee issued guidelines on the establishment of specialized agencies and public service units under the new People's Committees of communes and wards. According to the guidelines, each new People's Committee of communes and wards will establish three specialized departments including: Office of the People's Council and People's Committee, Economic Department (for communes) or Economic, Infrastructure and Urban Department (for wards), and Department of Culture and Society.

Specialized departments have the function and task of advising and assisting the People's Committees of communes and wards in performing state management work in the area according to each specific field, in order to ensure full coverage of the corresponding management functions between the current commune and district levels.

The city also arranged 126 reception and public administrative service points in new communes and wards. Each point will be managed by a Vice Chairman of the People's Committee of the commune or ward, ensuring timely and transparent service to the people until the Hanoi People's Committee completes the Project to arrange the city-level Public Administrative Service Center.

Regarding personnel, the Chairman of the People's Committee of the commune or ward has just been given the authority to issue decisions appointing Heads and Deputy Heads of specialized departments, and at the same time arrange officers and civil servants to work at specialized departments and public administration reception points.

The Hanoi People's Committee requests the People's Committees of districts, towns and cities to direct the Department of Home Affairs to coordinate in developing a Project to establish specialized departments and public administrative reception points in new communes and wards. The deadline for completion is before June 26, 2025. After that, the People's Committees of new communes and wards will submit to the People's Councils of the same level to issue a resolution on the establishment of specialized departments at the first session, to be completed no later than June 29, 2025.

No later than June 30, 2025, the People's Committees of new communes and wards must issue documents stipulating the functions, tasks, and powers of each specialized department, based on the city's instructions and current legal regulations.

Regarding public service units, Hanoi City assigns the People's Committees at the commune level to directly manage basic and essential public service units, especially those providing revenue-generating services with financial autonomy. Meanwhile, city-level departments and branches will continue to manage public service units with the function of providing services in the economic sector and other essential sectors.

The establishment and consolidation of specialized agencies at the commune and ward levels according to the new model not only ensures compliance with legal regulations but is also an important step in administrative reform, streamlining the organization, improving the effectiveness and efficiency of the local government apparatus, and better serving the needs of the people of the capital in the new development stage.
